change late In the day following advices
from New York. Local trading was light
and mixed, Canadians hardened. In other
departments rtrmness was displayed. In
vestors showed, more activity, Influenced
by war news and developments In Italy,
Gilt-edged Issues were steady.
A call for 2,000,000 on the Canadian 4H
per cent, loan was made. Short-dated co
lonials were In demand. Home rails were
firm. Argentine rails were Irregular. The
continued, unfavorable position of ex
change did not affect Russians, which
held firm. Portuguese descriptions were
not effected by the political upheaval In
that country, Mines showed steadiness.
Copper shares were bought. In sympa
thy with the staple, rubber shares were
cheerful. Shell and transport trading Is
sues moved upward.

back-haul points.

Carriers nro authorized by today's order
to construct rates to back-haul points' in
the following fashion!
By nddlng to terminal rates not more
than 75 per cent of the local rates from
tho nearest terminal destination or by
adding nrbltrarles to the terminal rates,
varying with dlstanco from tho ports,
such nrbltrarles to bo not moro than 13
per cent of tho locnl rates, tho Aggregate
not to exceed tho maximum proscribed
for Intermediate points In this order.
Cities entitled to terminal rates ars
mado to Include San Diego. 8ah Tedro,
Wilmington. East Wilmington. San Fran.
Cisco, Oakland, Astoria, rortlnnd. Van
couvcr, Bclllngiinin, south Ilclllngham,
Everett, Tncomo, Seattle, Aberdeen,
Iloiiulam and Cosmopolls.
The commission's order of January 53
Is modified to permit maximum less-than.

Explaining Its order, the commission
says:
"Wo havo reached tho following con
clusions: "First. Wo should authorize a, certain
degrco of relief from tho requirements'
of the long-and-short haul clauso on this
traffic to enable theso carriers to more
effectively compcto with tho water lines,
but the rail carriers cannot expect, and
tho commission should not authorize
such a degrco of relief os will secure to
the rail lines tho same percentage ot
the traffic to tho terminals' as thjiy -.enjoyed
prior to the opening of the. canal.
"Second. Thoy can secure a portiorj of
tho traffic to tho terminals on these com
modities by the establishment nf the
rates proposed, and such rates will -afford
somo rcvenuo In excess of the out
of-pocket rost Involved.
"Third. Tho carriers should, within
renBonablo limit, bo authorized to make
such rates to Intermediate points In ,the
so-called back-haul territory as will In
duce tho direct movement of freight to
such points from tho torrltorlca served
by theso lines.
"Fourth. The proportion of tho, freight
hauled directly by tho rail lino's to thq
various destinations In this back-haul
territory should be greater than 'the
pioportlon hauled to the terminals nnd
should increase ns distance from the
const terminals Increases.
"Fifth. Tho rates to nil tho coast ter
minal points being practically the spine,
and the situations at Intermediate points
being substantially similar via all linos,
tho samo method of constructing rates to
Intermediate points should be followed by
all lines.
"When the rates to tho coast cities are
lower than to intermediate points .be
cause ot controlling water competttlop,
every inland point should take rates
higher than those to the port cities, either
by arbitrages varying with dlstanco
from the nearest port city or by propor
tions of tho local rates from such porta
to destinations. Theso rates should" bo
fairly graded from the ports po tho in
terior. Wo shall authorize the establish
ment of rates to back-haul points con
st! ucted by adding to the full rates to
tho terminals, arbltrarlea varying with
distance, but not exceeding 75 per cent,
of the local rates from the nearest ter
minal, tho aggregate not to exceed-the
maximum which we hava prescribed ,for
Intermediate points in this order."
