Although tho local market was not

throughout the Street. Demand, however,
was not large nnd there wnn a disposition
among trades to continue tho waiting atti
tude of tho last several days, until thero
Is nomo favorable news, especially nbout
ths shipping situation abroad. Price)
movements were mixed, being divided be
tween advances and declines.
The bond market was the most active,
and It was reported In the Street that
Investors are gradually comlner back Into
the market because of tho cheap money
rates and tho fact that many Issues are
now Belling at a point where there Is n
favorable return on an Investment. Tho
outstanding feature of strength In this
branch of trading today was Cambria
Steel scrip of 1816, $217 worth changing
hands at D7U. up $1X0 from the last pre
vious sale. Tho company's scrip of 1917
also scored an advance of 60 cents to
Ofi'.s. A ruling was mado by tho Phila
delphia Exchango that on nnd after
March 1 all deliveries of the Cambria
Steel scrip shall be by transfer, except
otherwise agreed on at tho time of tho
sale.
As far aa the amount of trading Is
concerned, the now Pennsylvania 4H per
cent, bondfl, when Issued, furnished tho
active feature. They changCd hands at
103. up from tho final of yesterday,
needing general mortgago 4s, which
reached a new low point for tho year
yesterday nt 81V5, sold at the samo figure
today.
Five shares of General Asphalt pre
ferred sold at 63V4, off U.B0 from tho last
previous sale and the lowest point this
year.
Rapid Transit trust certificates sold at
9TS, the low point of tho year, 1C0 shares
changing hands at this figure. This Is
below the last previous sale. Tho com
pany s stock sold at 10V4. unchn'tigcd from
tho last sale. United Qas was stronger,
being up at S2V4- The Blight strength

are progressing with tho plans for re
organizing the street lighting business of
tho companies controlled by the U. G. I.,
so that they will conform with the views

The Anaconda Copper Mining Company
has negotiated a sale to tho National City
Bank, of Now York, of H6.000.000 5 per
cent two-year notes. With tho proceeds
tho Anaconda will purchnse from tho
Amalgamated Copper Company tho
United Metals Selling Company and the
notes of the Amalgamated Company,
amounting to $12,500,000, which mature on
March 15. Tho Anaconda also will spend
$5,000,000 to $6,000,000 in improvements this
year.

wheat both sold off under offerings by

both strengthened and mado good ad
vances over the final prices of yesterday.

Government placing an embargo on the
exports of foodstuffs nnd prices of all
grains sold off, going below the final of
yesterday. May wheat ended 214 cents

ernment placed loans for $1,800,000. today.
Thin money will be used for railroad build
ing north of Archangel, the object being te

What Could Be Done With the $2,000,000
hich the Full Crew Laws Arbitrarily
Take From the Railroads
Increased Railroad facilities, better service, greater safety and
convenience, business expansion and the employment of a great
number of men now idle would follow the repeal of the wasteful
Pennsylvania and New Jersey Full Crew Laws.
Facts Not Theories
$2,000,000 would buy 2000 steel coaches.
It would pay for 80 locomotives. iJP
It would purchase 67,000 tons of rails. . -:..'
It would return S per cent, on $40,000,000,
It would block-signal 1000 miles of track.
It would eliminate 65 grade crossings p ' ,
It would pay for 2000 freight cars. . K - f
It would build 200 new stations at $10,000. , , 'f
It would provide additional freight terminal facilities.
It would buy 2,500,000 railroad ties.
It would pay for 2,000,000 tons of coal.
The iron and steel industry would be stimulated, furnishing
steel for new cars, rails, bridges, buildings, etc.
Miners and coke oven operatives would get increased work
as industry expanded.
New construction would mean busy times for the Lehigh
region cement plants and their workmen.
Thousands of architects, contractors, building trades,
workers, electrical concerns and electricians, skilled
mechanics, carpenters, miners, and day laborers would
so get work.
With these incontestable facts thus clearly set forth, the
twenty-one railroads of Pennsylvania and New Jersey feel it
their duty to place the fate of the Full Crew Laws in the hands
of the people. They are convinced the people prefer that employ
ment be given to thousands for whom there actually is work to
knowing that $2,000,000 a year is being paid in mandatory wages
for extra men for whom there exists no essential service to perform
and whose presence, it has been conclusively shown, increases
rather than decreases the hazards of railroad operation.
