proposition slnco February 23, 3007, when
the work of razlne old buildings was un
dertaken. This marked tho beginning of tlio Im
provement ot tho Parkway.
It Is confidently bellevod that tliero will
be n substantial advance In rent estate
values as a result of the completion of tho
work, and that properties situated near
tho Parkway will command very much
higher prices within one year. This is
chown by tho way values havo advanced
at tho northwest corner of 17th nnd Arch
strcetB.
Tr la tn thn interest of the city, tho pub
lic, nnd the property owners that the
Parkway should be rushed to completion.
The city will bo benllted by nn Increase
In real estate tax assessments; the public
will enjoy the benortt of a beautiful thor
oughfare nnd the property owners will be
able to receive better prices for their real

It lias been frequently remarked upon
how llttlo property along, the Parkway
has changed hands. One reason for this
Is the angle at which tho Parkway crosses
all tho north nnd south streets.
Another matter that will havo to work
Itself out. Is when one comes to proper
ties that havo been partly taken by the.
city. To use the words of real estatn
men who have testified for owners In such
cases, such parts ot lots have only a spec
ulative value, thoy nro not deep enough
to build upon, and must buy from adjoin
ing owners, or sell to them, to get a suf
ficient ground space upon which a proper
building for such a street enn ba erected.
Thoro is also n very prevalent Idea that
the city will require somo special class
ot building and goneral construction, that
the city may have to supervise building
operations along the Parkway.
All these considerations are responsible
for tho lack of buying and selling of prop
erty along the Parkway. It would ba
very hard to quoto front foot values on
uny part of tho established line of the
Parkway, from the City Ilall to the en
trance of Falrmount Park.
It will be Interesting to see the course
of prices when the paving and grading

NEW YORK, Feb. 24. After a steady open
ing 1 to 4 points aboe last night's close, tbe
cotton market became unsettled this morning
and sold orf to a new low point for the move
ment, the list dropping from 3 to 4 points net,
at the end of the rlrit.10 minutes of trading.
Dealings were mora or less mixed In character,
tome ot the foreign houses buying and some
of them nelllng. The big locals were large
sellers. The decline was helped by new stop
orders, which came out on the way do 11.
