Holiday conditions continued to prevail
on the Philadelphia Exchange this morn
ing and prlco changes wore lacking In sig
nificance. A number of Issues were quot
ed cx-dlvldend except for cash, but no
decided variations occurred. In tho early
afternoon, however, Cambria Steel and
Tonopnh Mining bocame features of
strength, tho latter recovering a good
part of Its dividend. Attempt wns mado
to connect tho rise ih camnria witn mai
of Bethlehem Steel In Wall street, but
little attention was given to tho revival
of deal rumors. It Is much moro likely
that the Improving condition of tho trndo
wns tho real stimulant behind all tho
steel stocks today.
Tho Cnrocgle Steel Company announced
an advanoo of $1 per ton on platos, straps
and bars, to go Into effect at 12 o'clock to
night. Kcports that city authorities wore ne
gotiating with tho Keystono Tclephono
Company for uso of tho latter's conduits
with a view of establishing a municipal
plant caused somo llttlo activity In tho
common stock of that company and re
sulted in light selling of Philadelphia
Electric
Tho lighting contract with tho city was
signed today by Philadelphia Electric and
city ofllclnls, but a clause was added that
prices might bo readjusted according to
rulings by tho Public Service Commission,
and that any excess charges would then
bo refunded by tho company. Prices are'
understood to remain as In 1911.
Heavy trading In Interstato 4s was a
feature of tho local bond market, nnd the
prlco gradually advanced to 63, a block of
$13,000 changing hands at that figure.
Easier money conditions were reported
everywhere, despite preparations for end
of the year and tho January disburse
ments. Brokers expect to charge 6 per
cent, on their customers' accounts for
tho present month, but expect that tho
beginning of tho year will find lower
rates prevailing. A leading bankor today
predicted that tho call rato would bo re
duced to 4U per cent. In this city by the
middle of January. He added that It
was almost Impossible to buy commercial
paper at present, so stagnant had trade
conditions become.

EXPLAINS MINIMUM PRICES
Not the Purposo to Vfllorlao or Sua
tnln ivfarket, Commltteo Bays.
NEW "YdltfC, Do& it There being con
slderable misapprehension -ns to tho pur
pose of maintaining minimum prices on
tho Stock Exchange, the committee lri
charge of theso prices today made tho
following statement, signed by H. O. B.
Noble, chairman of the commltteo!
"Owing to tho uncertain position Inci
dent to tho war and the abnormal con
ditions of the foreign markets, It has been
deemed wise to guard against a sudden
demonstration of prices that might como
witn uniookeu for news.
"Minimum prices furnish this safeguard
by arresting a panicky decline automat
ically. It Is not tho Intention, howevor,
that minimum prices should bo used to
vnlorlzo or sustain the market at any
arbitrary loVel, as such a procedure
would lead to tho establishment of an
unregulated outside market if the natural
trend were Ignored;
"It is, therefore the object of tho com
mltteo to keep minimum prices ns far
as possible in conformity with Bupply nnd
demand, while nt tho same time using
them as a check against unforsccn panic."
