made by the Atchison for' November did
not have a good effect on the company's

an advance of 191 over Saturday's close

VIBGIKTA BANKS CONSOLIDATE
ROANOKE, Va., Oct. 23. The stock
holders of the City National Bank and
the Exchange National Bank have au
thorized the consolidation of the Insti
tutions under the title of the National
Exchange Bonk. The merger will be-
come ' effective at the closo of business
December 3L The capital of the com
bined institutions will be $500,000, and
the deposits nearly ICOO.COO.

ket was very quiet at the opening this
morning, but the tone waa quite steady
arid call prices were 2 to 4 points above
Thursday's finals. There was some de
mand evident from abroad, as well as
from houses with 'Western connections,
but offerings were exceedingly light, and
the market advanced to a net gain ot
about t points. This was the first notice

day, Not only did United States Steel and
Cambria Steel shares harden, but the gen
eral local list developed a distinctly up
ward tendency throughout the greater
part of the session. The volumo of bust
nees, however, was not large, and brok
ers' office! still havo n holiday aspect
Pennsylvania shares were In demand
from Investors, and so were Philadelphia
Electrlo and United Gas Improvement.
American Oas and Electric bonds wero
also picked up In moderate quantities.
About tho only Issue to display a reac
tionary tendency was Lehigh Navigation,
but the offorlngs Were confln'ed to odd
lots. York Railways preferred moved up
nan, a poini ana tticctria storage Uftttery
sold at 47 and then Jumped to-48 on tho
sale of one share Philadelphia Eloctrlc
touched 21 around midday. In the after
noon tho volume of business contracted
still further and somo of tho earlier ad
vances were reduced.

dividend had been forecasted by tho an

yesterday's close of 95 and little appeared

vailing a year ago at this tlmo. For
Instance, November 2 foundry Is quoted
now at 1H.25, compared with 115 In 1913,
while basic is 113.80, against til. 25, und
bars are 11.12 for 100 pounds, compared
with 11.27. During the past few weeks
the scrap Iron market has strengthened,
and advances averaging from BO cents
to a dollar per ton havo been recorded.
The reduction in tho rediscount rates of
the Philadelphia Federal Iteservo Bank
caused no surprise. Ever since the Now
York tote was reduced to 4J4 per cent. It
naa been expected that this city would
follow suit, In view of the casing up of
the general money situation. Tho weekly
tcport of tho local clearing house banks
again showed a considerable loss In sur
plus, but tho Item has been ruling very
high since the new system went Into ef
fect, and it Is therefore only natural that
It should work somewhat lower. Slacken
ing of business on the stock exchange
was reflected In the decrease of over a
million In loans.

W. Read Fisher, tho third Oldest mem
ber of tho Philadelphia Stock Exchange,
died yesterday at his home, 23S South 13th
street, nt the age of 84. lie had been fall
ing In health for soma time. Mr. Fisher
formerly waB n member of tho firm of
Fisher & Brother, which was succeeded
by. tho present firm of Powell & Co.
Mr. Fisher was born In Philadelphia.
He waa admitted to tho Stock Exchange
1 here In 1S64. He Is survived by a slater,
Mies Solly W. Fisher. Funeral services
will be held at noon, Wednesday, at
Mr. Fisher's late residence. Burial will
bo In North Laurel Hill Cemetery.

"The reduction Is a necessity of the
present unprecedented conditions. This
unanimous action of the board was fore
shadowed In the annual report of October

Its upward courso at the opening today,
Selling by commission houses was rather
free at the advance, however, nnd a re
action followed. Tho setback brought
freah support, and the undertone of tho
market was one of strength.
The market nt Liverpool was firm and
offers thero wero light Sentiment gen
erally was bullish. Somo traders wero
disposed to wait for tho purpose of as
certaining If Europe will continue to buy
at the higher prices.
Shipments from North America for tho
week were 8,270,000 bushels, the bulk of
which was consigned to Italy, France,
Greece arid Scandinavia. The United King
dom arrivals wero lighter. Amorlcan

is being offered freely, as freight rates
to Argentina move higher. Tho stock of
wheat at Liverpool Is 4,311,000 bushels, s
decrease of 128,000 for the, week,

Philadelphia's newest financial Institu
tion, which waa recently chartered under
the laws of Pennsylvania, will open Its
door for business on New TeaPs Day. Tho
bank will be known na tho People's Bank
of Pennsylvania, and has an authorized
capital stock of more than 150,000. Tho
bank will be located at the northeast cor
ner of 7th street and Glrard avenue.
The capital stock Is made up of 1000
shares at a par value of $50. Tho stock
holders of the new InstltutldS are nil
well-known business men, and the offi
cers are of Bterllna: worth. The hank
will do a general banking business and
also a business of foreign collection.
The bank will be under the direction of
progressive uptown business men, and has
handsomely furnished quarters. Tho sec
tion of the city In the neighborhood of
7th street and Qlrard avenue has been
greatly In need ot Just such an Institution
for a number of years.
This Is the nrst time In more than two
score years that a bank has opened its
doors to start bualnen on New Year's

riers who will benefit by the decision of
the Interatato Commerce Commission,
which granted a 8 per cent Increase In
freight rates, are expected to file with
the Commission new schedules of rates
by January Jf. So far none of the ear
ners has notified the Commission of. the
new tariffs, which must bo filed with the
Commission, 10 dayg before they become
cuecuve.
Tho Pennsylvania, Baltimore and Ohio
and Delaware and Lackawanna are
among tha railroads which wilt require
mora time in which to amend the present
rates. These roads an extensively en
gaged In the coal-carrying bustnes,and
tariffs on this commodity are among tho
exception In tho Commission's decision
which were not granted an Increase In
Other roads, however, engaged In mov
ing other lines of freight are expeeted
to file their tariffs with the Commission
