TRADE TROUBLE
RUMORS CAUSED
I PRICES TO DROP
Reports of Difficulties in
Mercantile Business Re

NEW YORK. Dee. 2l.-Aocompanled by
rumors ot dlmcultlcs In the mcrcnntlto
trade, a sharp decline In stock prices sot
In In tho lato nftcrnoon, driving prices to
tho lowest point of tho day. Closing
prices were from to 4tf points below
tho Inst on Saturday. Tho markot
tliroiiRhout tho dny was weak nnd dull,
tho decision of tho Pennsylvania Public
Service Commission In reducing tho trans
portation onargo on anthracite coal to
Philadelphia by 40 cents n ton having
caused prlccH to drop dt tho opening.
' Another thing which drove prices down
tfos the fact that tho Intcrslnto Com
merce Commission has Investigated the
reasonableness of 'anthracite rates In
lnterstp.to business from tho mines In
Pennsylvania to Now York city, and tho
penornl belief In tho street was that the
Commission would order a reduction. Tho
fact that tho Pennsylvania Commission
had already taken this action fore
shadowed similar action by tho Federal
Hoard, many pcoplo argued.
, Of tho railroad list. Heading was the
weakest Isbuc, closing at HI, down 3

Tho rumors of troubles In tho mercan
tile trade had marked effect on Scars Roe-
buck, which closed 4',4 down from Sat
urday. United States Steel common made
m now Iow record for tho present movc

minimum price for this stock Is 43.
Tho weakness extended to the copper
shares, bringing Amalgamated down 1
point to 63, Utah 1 to 47?i and American
."Smelting 1U to G7SS. In the face of this
general weakness, Illinois Central rose 1
point to 111.
Thd roads directly affected by tho
Pennsylvania State decision aro tho
' Pennsylvania, Reading. Jersey Cen-

Lackawanna and Western. Whllo
.Lohlgh Valley will suffer more from tho
reduction than tho flooding, because It
' sells-Its coal to tho independently owned
-sales company at the mines nnd tho lat
1 ter would seemingly get tho benefit. It
' ' was pointed out that tho contract be
tween tho Lehigh Valley nnd the Coal
Sales Company can bo terminated at any
tlnle.
On the whole, the decision was not
so great In Its calculable loss to the nn-
thraclte-carrylng roads ns It, was In the
, discouraging effect It had on speculative
sentiment. In many places In tho street
"'lt'Bs Insisted that tho coal roads could
. nullify tho effect of tho decision through
' gains made at tho mines, balancing tho
'. decreases from transportation earnings.
. . 'Officials of coal roads here stato that
the lower coal rates cannot materially
affect the earnings of those companies,
as the ruling will apply only to Phlla-
delphln, and that the shipments there by
rail do not contribute any large propor
tion of the earnings of the coal pro
,','ducerp, and carriers. For this reason It
."is Insisted that the early declines In the

fact than favorable news. It was arguod
In pinny places that the market Juat now
Is only finding its equilibrium and that
' any lower levels that may be established

.; Preliminary figures of the foreign trade
..'of the rountry In November, Issued to-
day, showed a considerable falling off,
as compared with last year. The ex
" ports during the month showed a de
( crease of J39.773.000 from the same month
-lmt year. The excess of exports over
.Imports was J79.203.000. being Jl8.003.000 less
j'-than last year. The balance In our favor
for 11 months was even smaller, being

LEHIGH NAVIGATION
BENEFITED BY
NEW GOAL RATE
Other Anthracite Shares
Only Lightly Sold on the
Philadelphia Exchange.
Market ExcCedinglyQuiet
The chlJf topic of discussion nbput th
llnnnclal district In Philadelphia tod.iy
Was tho latest nctloh on tho part of tho
Stato Public Service Commission In the
establishing of freight rntcs on anthracite
coal. The 40-cent cut naturally affects all
tho rnllronils entering this cits', tho se
curities of which are largely held by
clllr.cn of this Commonwealth.
Thero was, howovcr, less selling of Le
high Valley, Heading, Pennsylvania, etc.,
than might have been oxpected. During
tho first hour only 12 shares of I.chlgli
Valley nppearcil on the local tnpe, "0
shares Of Pennsylvania nnd 53 shares of
rtoatllng. A modornto amount of Lehigh
Navigation certificates changed hands at
a fractional advance.
The rise in Navlgatlin may bo attributed
to tho fact that as a railway tho com
pany does not enter this city and Is
therefore not unswcrablo to tho new rul
ing, except that tho reduction In carrying
charges should Indirectly help Hh bilsl
iness as a producer of anthracite. Key
stone Tclephono preferred moved up a
fraction, and Cambria Steel displayed
some activity around and below 43. United
Gas hardened slightly. Tho local market
as a whole remained almost stagnant
throughout the day.
In tho afternoon Lohlgh Valley IrM over
2 points on snnll sales. Heading and
Pennsylvania wcro relatively steadier. U.
S. Steel weakened, In sympathy with Its
Now York quotation, declining U4, On
the other hand, Union Traction moved up.
Tim close was dull.
Trading In bonds was quiet except for
somo uddltlonal sales of Interstate Rail
ways 4s "under tho rule:" Four thousand
of these changod hands nt 5014, This is
understood to about clean up tho Lclber
holdings of securities listed on tho local
exchange.
Heading 4s moved up on light sales to
02 nnd Philadelphia Electric 6s also
showed firmness.
Thero was llttlo or no change In the
money rltuatlon In this city. Call nnd
time funds were readily obtainable ond
rates were about tho same na ruled last
-week dcsplto tho rather heavy loss In
surplus reserves reported by tho banks
In their stntement. today. Loans only
increased $291,000, notwithstanding the In
creased activity shown In tho stock mar
ket hero last week.

COAL EXPORT STATISTICS
United Stntos Second to Great Btjtain
In Foreign Shipments.
WASHINGTON, Deo. Il.-Alttlough the
United States produces two-flftlia of the
world's supply of coal, It sends abroad
less than hnlf that shipped to other coun
tries by Great Britain, and Is" dnly
slightly ahead of tho amount shipped
ntinually by Germany. This Is tho burden
of a statement issued today by the Bu
reau of Foreign and Domestic Commerce.
The valuo of the coal sent nbroad '(lure
Ing the year, however, reached, the hand
somo total of TSB.OOQ.QpO. This represented
more than 27,000,000 tons of fuel nnd the
exports haVo doubled during tho'' last
decade.
New York handles about 40 per cent,
of tlio hunker coal entering oxport trade.
Norfolk nnd Newport News about 1Et per
cent, and Philadelphia and Baltimore
each about 7 per cont Anthracite coal
supplies about one-third of tho total exports,-
Canada being the chief -foreign
market. Bituminous coal Is -expoctod to
about .40 different countries, but chiefly
to Canada, Cuba, Panama, Mexico and
tho West Indies.
