ket opened strong1, with prices generally
fractionally up. As tho day advanced
aocurltles, gained further strength, Indi
cating tho favorable effect of the Com-
mni-nn Osmmlnslrtn's decision In tho
freight rale case. Dealings, however,
were principally In specialties, and the
market was not actlvo at any time. Tho
supply of stocks In many places seemed
to bo scant. . . , . ,,
As was tho case In tho lato trading
yesterday. New Haven led tho market
on the ttdvanco, going to 69, Up IK from
tho closing last night. At tho closo the
prlco reacted ' to GST. Tlo strength In
this stock was due directly to tho de
cision In tho freight rate case, as this
road will probably recclvoy greater ben
efit from It than any othcV road. The
whole-railroad list, In fact, wns strong.
Heading, whloh has been tho market
leader roccntly,' rcgalnod somo ot Its
Joss In yostcrday's early trading. Penn
sylvania, Ualtlmoro and Ohio and Brio
common and first preferred wcro also
higher.
On a few buying orders Canadian
Pad llo roso a point. Tho road Is
not directly boncntcd by tho rate do
oislon, yet tho effect on that development
on European sentiment has been good,
nnd tho prospoots are that It will lead
to a better demand for Issues favored
toy foreign Invostors, of which Canadian
FactfloA is one.
Favorable comment on tho rate de
cision was heard throughout the street.
Tho belief was expressed that moro bene
fit will be. derived than railroad managers
seemed disposed to admit. It should cer
tainly help business, In that tho rail
roads will now probably placo many or
ders, especially for steol goods, that they
have been holding In abeyance. The plac
ing of stoel orders will help tho Steel
Corporation materially, stoel toUay gained
s by going Up to oils, compared with
8014 at the closo yesterday. The closing
price was 60.
Holders of Baltimore and Ohio now see
n fighting chance for the maintenance of
the company's 6 per cent, dividend be
cause of the rate decision. Action on tho
dividend will bo tnken this month. The
stock was up at 70!4.
A feature in tho trading was American
Beet Sugar, which gained rapidly from
tho opening until It reached 31. up 1H.
Tho stock closed at ZV&. up . The
rise was basod on largo earnings. The
statement was ' made that tho company
is eurnlng at the rate of 7 per cent, on
the common stock at present
Commission houses wore tho largest
buyers and their orders came prin
cipally from small customers. This
demand, however, was Jmoro than suf
ficient to absorb tho scittcred offerings.
In addition to the rito decision tha
market had fdr a bull factor tho In
crease! supply of money. Four months'
nnd flvo'months' money has been placed
on al' Industrials at 4 per cent and lend
ers aro perfectly satisfied to place their
funds In that way. This seems to be
tho omv class of borrowing now to bo
reached.
Foreign exchange made a further
movement In favor of 'this country, sight
sterling selling at i.Mi. the loweaf'since
last June, and for tho first time In
nlonths bringing steeling exchange to
below the par of 4.8C66 for tho pound
sterling.

moment on the Philadelphia Stock Ex
change during today's brief ncsslon was
the sate of some local securities "under
the rule." This was nn aftermath of
the failure of Moreau Lleber, who has
Just filed a statement of assets and lia
bilities with tho United States District
Court. A hundred sliarb lot of York
nailways and 'a similar amount of Key
Btono Telephone was disposed of In this
manner nnd also an $11,000 block of In
terstate s. Tho result was a sIlRht bIiow
of activity In these issues, York Hallways
receding n fraction and tho bonds selling
nt B5H. Tclcphcma remained steady.
Ovornlght consideration of the rate de
cision brought satisfaction In tho finan
cial district. If tha expressions of brokers
nnd traders this morning can be taken
as a criterion. Nevertheless thero wris
no rush to purchase stocks, doubtless
because tho war nows dominated tlio
dealings. Small declines were estab
lished In Philadelphia Klectrlc, Keystone
Telephone preferred, Lehigh Navigation
anil Tonopah Belmont. On tho other
hand, Pennsylvania and United States
Steel displayed firmness.
Cambria Steel remained quiescent de
splto the report that tho ITrlck Interests
In that company wero not nltpScthor
satisfied with the results being obtained
by the present munagement. Although
the Pennsylvania Railroad owns a ma
jority of tho stock of the otoel company.

powerful influenco In Its affairs. From
time to tlms It has been said that the
Pennsylvania would bo glad to dlsposa
of Its stotek If tho prlco wero made right,
but the general upheaval In tho flnnnclal
world settled any possibility of a deal .at
a tlmo when It was said to havo been
almost closed. Tho election of Chllds
Krlck to the Ctjnbrla board naturally
strengthens tho position of the minority
interests. On the other hand, tho adula
tion of Samuel T. Bodlno, tho other new
director, Is not so clear.

Morgan saved the Krlo Railroad from
financial disaster In 1905 at a cost to him
self of $12,000,000 and tho Brio board voted
htm Its especial thanks for the service,
and thnt Morgan Immediately unloaded
tho dubious Cincinnati, Hamilton and
Dayton stock, which was Involved In tho
deal, onto the Baltimore and Ohio Rail
road, today was testified beforo Interstate
Commerce Commissioner Hall by Fred
erick W. Stevens, of J. P. Morgan & Co.
All the Intricacies ot the financial his
tory of the C H. and D. and tho Pero
Marquette, Including a recital of tho
methods by which that road was turned
from a dividend paying Institution into a
property, physically and financially de
crepit, wero told by Stovens. Mr. Stevens
has been a director In tho Marquctto road
slnco 1D0T nnd a director In the C.,. II and
D slnco 1900. He said ha participated per
sonally In tho reorganization ot the Mar
quette In 1907 nnd In tho reorganization
of tho C H. and D. In 1909.
Tho annual Interest charge of C. II.
and D. obligations amounted to $1,100,000,
which doubled the Interest charges of
that road In tha first year of Zimmer
man's administration. At the- end of this
year tho C. H. nnd D. was In debt for
more than $3,000,000, with Its credit prac
tically exhausted, said Stevens. Ho
added that J. P. Morgan & Co. had
nothing to do with theso transactions,
Tho reports of tho company's career
during tho year preceding October, 1903,
had not been published at that time, ho
declared.
President Underworld, of the Brie, wrote
J. P. Morgan a long letter in August of
1003 asking him to buy the C. II. and D.
for the Brie. Morgan sgrood, and an
arrangoment was made whereby the pur
choso price was to bo paid by long-term
bonds of the Brio. Tho purchase was
concluded on October 20, 1900. When tho
bad financial condition of the purchased
road was discovered, Morgan offered to
tako It over, and his offer was accepted
with thanks by the Brie board of di
rectors, Stevens inserted. In this way,
the witness added, Morgan saved tho
Brio from heavy loss. A receivership of
the C. II. and D. was declared Decem
ber 4, 190S. Tho Pere Marquette leaso
was canceled and arrangements were
made to refund the obligations of tho
C. H. and D.
