"Tho plans of the committee of five to
resume dealings In stocks on the floor of
I tho Exchange havo not been consum
mated. No meeting of tho board of
govornors has been colled nnd nono will
tbe called until the plan Is perfected."

Exchange would reopen, under restric
tions as to minimum prices, resembling
those under which trades In bonds are

business wa comparatively light, as
usually Is expected on a Saturday, and
speculators wero disposed to curtail com
mitments until the opening of another
week. Export houses report no let up In
tho Inquiry from abroad, hut In vlaw of
the continued light offerings from the In
terior are not accepting bids freely. .
CaBh sales Wero 14,000 bushels. Futures
closed to lie. higher.
Corn was dull, with nrlces not for from
yesterday's cloilng. Tho llttla. export
business done was all-rail to seaboard.
Tho new crop has sufllclent moisture and
Is doing well. Thora was a little hedging
of December by cash houses. Cash sales
were 130,000 bushels; futures closed un
changed to Mc lower.
Oats wero dull but firmer. Cash sales
wero lOS.oou bushels; futures unchanged
to c. higher.
Provisions ruled lower on a dull trade.
There was little disposition on the part
of packers and longs to sell. Investors
wero dropped to Increase commitments.

Trices for securities in the street were
again steady. The attendance of brokers
was Bmall Consols were nominal There
was much grumbling on the part of trad
eia who bought consols early last sum
mer because of their Inability to sell
them. The new war scrip was quiet
An advance In expected next week after
the payment of the flrst Instalment on
Monday.
Steadiness characterizes the American
group. There was buying of Union Pa
cific. Canadian Paclflo resisted the poor
earnings of tho road. Mexican rails had
a Hat tone.
It Is understood that the Government
Is Indicating a policy for the gradual
reduction of artificial credits from now on.
Tne Bank of England was a light dis
counter of pre-moratorium bills. Hates
for loans were easy.

of Three of the Consolidated Exchange of
New York held a conference with tha
Clearing House Committee of the banks,
and at tha suggestion of the chairman of
that committee held a conference with the
Commutes Jf Five of )he New York Stock
Exchange, at which an agreement was
reached that both exchanges should ppen.
at the same time and. If possible, under
tha same rules of procedure co-operation
of tha financial and exchange in
terests being deemed essential at this
time,
The New York banks lost $3,357,000 to
the Subtreasury yesterday.
A bid of 52200 was made for a Chicago
Board of Trndo membership.
The Glrnrd National Dank has retired
$190,000 emergency currency at the local
Subtreasury,
Tho Bank of North America today ro-
tlred $100,000 cmorgency currency ut the
local New York Subtreasury.
The gross earnings of 38 railroads for
the third week In November show a de
creaso of $3, 432,965.
E. W. Beatty, general counsel for the
Canadian Pacific Railway, has been ap
pointed vice president and general counsel

acted on the New York Stock Exchange,
the transfer tax for November amounted

In order to keep up with orders, the
Petroleum Iron Works and the Pennsyl

The Pennsylvania Company for Insur
ances on Lives and Granting Annuities
will remove Its uptown ortlco from the
Franklin Bank Building Into Its new quar

Ira M. Cobe and V. A. Delano have re
signed from the Chicago Elevated Rail
ways collateral trust The trustees have
reduced Its governing board from seven
to nve members. Mr. Cobe has alsd re
signed from the executive committee,

Sales of new Issues of municipal bonds
In the United States In November, ex
cluding temporary loans, amounted to
517,661,123. compared with tlt.SI5.4Z9 in Oc
tober and 530.70S.eS5 In November, 1013, For
11 months this year the sales amount to
J434.HH533. compaied with 358,G11.4'Jd In the
corresponding period of 1913.
On December 1 there was a total of
53.630,518,232 in circulation In the United
States, according to the monthly money
circulation statement of tho United States
Treasury. This was 585,301,074 less than
on November 2) and J193.JSS.413 mors than
on December 1, 1913. For the first time
the item of Federal reserve notes appears
in the December 1 statement, and It
shows that 53 310.000 of tha new currency
was In circulation on that date.
A sharp rise In tiehlgh Valley was the
feature of tho trading on the Phlladel-
pnm siock .uxenange today. The pur
chase of 65 shares served to lift tho
prlco 1, to 63'. United Claa Improve
ment also scored a substantial advanco,
selling up a full point to 82 on odd lot
transarticna.
Tho volume of business was small both
In bonds and stocks, but the genera) tone
was distinctly firm, -with Investment de
mand In evidence. Pennsylvania. Key
stone Telephone preferred, Electric Stor
ngo Battery, Pennsylvania Salt, Union
Traction and Tonopah Belmont were all
well taken.
The report from Harrlaburg that the
Philadelphia Electric Company had
agreed to make concessions on ratee to
be chargod for the 1915 lighting failed to
affect the price of the stock. Lehigh
Navigation moved up to 74 and retained
most of Its gain to the close. In tho
bond division some rather wide changes
occurred Lehigh Valley Coal 6s declined
J!i to 103 and the Lehigh Valley General
VjB were down 2'4 to 95V5. On the other
hand. Lehigh Navigation 4&s moved up
a point to vs.
The nnnual report of tho Philadelphia
and Western croated a favorable Im
pression. For the fiscal period ended
Juno 30 gross receipts were 5371.S57, nn In
crease of 174,703 over the previous year.
Net earnings wero 5163.480. a gain of Jtl,
118. The net Income aftor Interest, etc,
was 314,376.
The announcement that on and after
Monday next trading would be permitted
In American Can, Amalgamated Cop
per, Interborough-Metropolttan common
receipts, Norfolk and Western, Union
Pacific, Southern Pacific, Central Leather,
United States Steel common and pre
ferred and Utah Copper on the local ex
change was greeted with enthusiasm by
local brokers. Of course minimum prices
will be established by tho committee In
all these Issues.

decreaso In surplus reserve of $5,031,800.
compared with tho previous woek. This
decreaso was probably duo In largo
tneasuro to tho retirement of emergency
currency and the payment of special
revenue taxes. Loans, on the other hand,
udvanced $12,302,000 nnd net demand de
posits wore $6,165,000 larger, while net time
deposits wero $1,270,000 smaller. The ng
gregate reserve decreased $3,935,000 and
circulation declined 57,601,000.

pansion. At the South tho additionally
retarding feature Is the unsatisfactory
price for cotton, which is lower, lth
the holding endency, If anything, more
marked than ever, thus preventing the
liquidation of old accounts and the en
largement of new business Building
operations tend to quiet down, although
open weather favors completion of mnny
structures. Lumber Is dull the country
over, but especially so In the South and
In the Pacific Northwest, and scarcity
of freight room limits foreign shipments
of these and other heavy freights, such
as conl. In tho textile tades dulnesn
Is a feature In raw wool, and mills em
ployed on domestic goods find scant work,
with scarcity of material reported as a
result of foreign embargoes. A growing
cause of complaint In the printed cotton
goods trade arises from reported scarcity
of dyostuffs, foreshadowing a possible
shortage of dyed goods.

NEW YORK, Dec. B. The features of
tho cotton market this wornlng were the
Btrong demand for October, apparently
from Investors, and the heavy buying.
Opening prices were two points down to
four points up, but after the call the
market advanced following tho lead set
by October. Offerings were light and It
was plain that the bears were timid
about making commitments on short side.
Liverpool cotton closed steady and un
changed.

A sharp fall In bank clearings was re
ported from the leading centres this week.
Philadelphia showed a loss of 13.8 per
cent, with New York leading the decline
at 22.9 per cent.

Commerce Board Meets to Consider
EaBtern Roads' Application.
WASHINGTON, Dec. B.-The first con
ference of tho full membership of tho In
terstate Commerce Commission on the 5
per cent, rate Increase sought by eastern
railroads will be held next Monday to con
sider a tentative draft of an opinion al
ready formulated by one member of tho
commission. This member Is said to be
Commissioner Daniels, although this
could not be verified today.
As the usual procedure will be followed
In this case, an opinion by ono member,
who has been selected to wrlto the major
ity opinion. Is, at the first conference,
only tentative. Discussion of the view
presented, which. It is asserted. Is favor
able to the railroads' contention, will oc
cupy the attention of other members of
the commission for some time to come.
As a member expresses It today, It will
bo some tlma before a decision is reached.
"We want to have a complete opinion If
possible," he said.
All suggestlona ns to possible dates as
to when the commission will hand down
Its decision arc, df course, problematical,
but It seems to bo the general consensus
of opinion that It will be before New
Year's.
