Philadelphia Electric Company had
agreed to make concessions on ratee to

affect the price of the stock. Lehigh
Navigation moved up to 74 and retained
most of Its gain to the close. In tho
bond division some rather wide changes
occurred Lehigh Valley Coal 6s declined
J!i to 103 and the Lehigh Valley General

hand. Lehigh Navigation 4&s moved up

and Western croated a favorable Im

retarding feature Is the unsatisfactory
price for cotton, which is lower, lth

marked than ever, thus preventing the
liquidation of old accounts and the en

open weather favors completion of mnny
structures. Lumber Is dull the country
over, but especially so In the South and
In the Pacific Northwest, and scarcity
of freight room limits foreign shipments
of these and other heavy freights, such

ployed on domestic goods find scant work,
with scarcity of material reported as a
result of foreign embargoes. A growing
cause of complaint In the printed cotton
goods trade arises from reported scarcity

NEW YORK, Dec. B. The features of
tho cotton market this wornlng were the
Btrong demand for October, apparently
from Investors, and the heavy buying.
Opening prices were two points down to
four points up, but after the call the
market advanced following tho lead set
by October. Offerings were light and It
was plain that the bears were timid
about making commitments on short side.
Liverpool cotton closed steady and un

A sharp fall In bank clearings was re
ported from the leading centres this week.
Philadelphia showed a loss of 13.8 per
cent, with New York leading the decline
at 22.9 per cent.

Commerce Board Meets to Consider
EaBtern Roads' Application.
WASHINGTON, Dec. B.-The first con
ference of tho full membership of tho In
terstate Commerce Commission on the 5
per cent, rate Increase sought by eastern
railroads will be held next Monday to con
sider a tentative draft of an opinion al
ready formulated by one member of tho
commission. This member Is said to be
Commissioner Daniels, although this
could not be verified today.
As the usual procedure will be followed
In this case, an opinion by ono member,
who has been selected to wrlto the major
ity opinion. Is, at the first conference,
only tentative. Discussion of the view
presented, which. It is asserted. Is favor
able to the railroads' contention, will oc
cupy the attention of other members of
the commission for some time to come.
As a member expresses It today, It will
bo some tlma before a decision is reached.
"We want to have a complete opinion If
possible," he said.
All suggestlona ns to possible dates as
to when the commission will hand down
Its decision arc, df course, problematical,
but It seems to bo the general consensus
of opinion that It will be before New
Year's.
