Prices aro naturally at substantial con
fessions, as the quotations of many l
Hues were on a I per cent, basis before
the Stock Cxchance closed, and money
en new accommodations now rules at i
licr cent., forcing a lifferent basis for
Investment, oven In the high-class Issues.
The trading group3 on the New street
curb fully reflect these changed condi
tions. Steel common whs freely hid for
at -10 without many cales being effected,
rnd other stocks like Southern Pacific.
Bethlehem Steel New York C'entjal and

with little supplv In evidence.
Money was In less supply, although the
quoted rates were unchanged at fi per

term notes by Institutions, and large pri

there were moderate offerings of grain
bills and a large supply of cotton bills

4.91. It was generally assumed that the
firmer tone for sterling exchange was
due to the monthly remittances and to the
belated arrangements for settlements In
London on the expiration of the mora
torium on Monda .
Continental exchange was weak, with
Italian lire fluctuating violently, sales
being made tod.w at 3.32. against 3.1S early
In the wek. Offerings of Italian e

Market Opens Very Strong

excited today because of the beginning
of hostilities by Turkey against Russia.
Tho market opened very strong nnd of
ferings were scarce. Ucfore tho end of
the tlrst half here prices were up 2Hc.
A large export business was done the
last 21 hours, the sales being estimated
nt l.WO.OO) bushels In nil positions. Fu
tures at Liverpool were up Id., nnd cargoes
there were strong, nt nn advance of
3d to fid. All offers were taken freely.
A better millers' demand also was noted.
Shipments from Argentina for the week
were 40,0(0 bushels.
The Holland Oovemment Is bidding for
flour In Minneapolis, and It Is believed
the Ilrltlsh (lovcrnment Is also in the
market there. There have been bene
ficial rains In France and seeding for tho
new crop Is proceeding more favorably.
Shipments from India for the week are
estimated nt COO.ooo bushels. Uumnnlnn
offers arc larger, nnd Austria Is buying
ftom this source. Russia reports that
seeding Is mostly finished and the plant
looks good. Thoro Is no lack of sup
plies In Russia and prices are not ex
tremely high, llnrley Is most In evi
dence there. It Is believed the United
Stntes will be called on to furnish coun
tries thnt usually draw their supplies
from Black Sea ports. The visible sup
ply In Algorithm Is 400,030 bushels, against

There was a general rush to buv onts
and prices were up c. Shorts tried to

only supplv. Argentina shipped 120.000

THE.VTOtt, Oct. 90.-Jtisttce Swasze, In
the Supremo Court, today handed down
a decision Holding tho Fielder bank stock
tax law of 1914 constitutional. The law
Imposes n tax upon tho stock of na
tional nnd 8tntc banks nnd trust com
panies nt the rate of of 1 per cent,
of the true value of such stock after de
ducting therefrom the assessed valuation
of real estate of these Institutions. This
rent estate continues to be taxed lo
callv and at local rates.
According to the decision, the classifi
cation of bank .stock for taxation In a
manner different from other forms of
property Is valid, nnd the rate of taxa
tion Is not In violation of the Federal
statute.
MRS. MILLER'S FUNERAL
Mother of Missing Musician Will Be
Buried Tomorrow.
The funeral of Mrs. 1". Spencer Miller
will be held tomorrow afternoon. There
will be short services nt the Millet resi
dence, 312 South 10th street, followed by
services at the Church of St. I.ukc nnd
the Kplphany. Interment will be In South
Laurel Hill Cemetery.

was believed to have been that of Seidell
Miller, will he burled In this rlty. The
family had decided to ship It hack to
Wisconsin, but tho Coroner or Kenosha
hns refused to pay the expenses of ship

The funeral of W. Robett K. Cherry,
who died "Wednesday morning from pneu
monia, was held this afternoon from his
home, 212 West Coulter street, Germnn
town. Doctor Cherry, who was 31 years
old, was graduated from tho Leonard
Medical College, rialclgh, N. C, and camo
to thl3 city several years ago. He leaves
a widow, a mother nnd two brothers, ono
