wiping out of tho deficit. Today's aver
age statement records an excess over
reserve requirements S,M0,GJ0. the first
surplus since tho European war began.
This surplus should make a further case
In money conditions during tho coming
week.
RESERVE BANK DIRECTORS
HERE MEET ON THURSDAY
Many Things Will Come Up for Dis
cussion. A meeting of the directors of the Fed
eral ncserve Bank of Philadelphia will
be held In the bank's temporary ofTlcos
in the Lafayette Building on next Thurs
day morning at 10 o'clock. At this
meeting, which will bo tho Bccond of
the bank's directors, many things con
cerning tho opening and operation of
the bank will come up for discussion.
Among the things which will be done
nlll be the adoption of by-laws, which
were agreed on nt tho conference of the
directors of all of the 12 regional re
serve banks In Washington this week.
A member of the advisory council to rep
resent this city will probably be elected.
For this pot Levi L. Rue. president of
the Philadelphia National Bank, has been
mentioned.
Charles J. Bhoads, governor of tho
bank, and Rlchnrd L. Austin, Federal
reserve agent and chairman of tho
board, who were named by the commit
tee looking for a site for tho bank to
obtain additional Information, will re
Fort at tho meeting, and a home for tho
bank may be selected. A cashier may
also be selected.
NEY YORK BANK STATEMENT
Surplus for "Week is $3,400,050;
First Since War Began.
As was generally expected, the state
ment of the average condition of tho
members of the Now York Clearing
House Association for the week ending
today showed a surplus. This is the
first week that the members have shown
a surplus since the beginning of the
European war. The surplus this week
Is J8,460,GJO, compared with a deficit last
week of 9,394,SOO. Loans this week fell
off 1.021,00). and net deposits Jkvero
tt0.514.0OO smaller.

Weeks of October.

Review continue to cxhlbt substantial
contraction, the total so far received for
tho first two necks In October amounting
to J1I,T4S.573( a decrease of 14.3 per cent.,
as compared with the earnings of the
same roads lns year. This contrasts
with n loss for the first two weeks In
September of 6.3 per ccnt.( in August of
ii.8 per cent, nnd July of 2 6 per cent.,
while the returns for tho same period In
September last Vear showed ft gain over
1912 of 6 3 per cent.
Very few roads report any Improve
ment, but the most pronounced decreases
continue to be shown by tho roads In tho
South, probably na a reflection of tho de
pressed conditions duo to the situation In
cotton, Chesapeake and Ohio again
makes a satisfactory comparison with a,
year ago, but aside from this practically
all tho leading systems show considerable
falling off
In tho West nnd Southwest, while the
losses aro generally not so large as In
somo other sections, practically every Im
portant road reports more or less de
croasc. In tho following table are givon tho

weeks In October and tho loss on com
pared with the earnings of the samo
