League Island Park at a cost of more
than $230,000 to the taxpayers, which

a. dltflcult Job. One man ventured to de
clare the Job was tho easiest he had
encountered In years, because of the
faulty material with which the structure
wan built.
Less than four months ago, after a
hoard of cxpertu assigned 1 Director
Cooke, of the Ocpartment of Public
Works, had submitted a report which
stated that the walls were worthless
because of many cracks. fl-sure nnl
holes In them, Senator Vare made this de- i
fense: '
"The wall Is a handsome structure and
there Is nothing wrong."

Later the Senator employed a corps of
engineers' whose Identity he refused to
make puhllc. The engineers werp de
tailed to make an Inspection of the "near
concrete walls." The report of tho Sen
ator's private investigators was never

The Senator has made many trips tn
his automobile down to Iague Island
since the work of razing the walls was
begun. The demolition, which many res
idents In South Philadelphia decide Is
a disgrace to this city, v. as btft'ln last

In the group of workmen detailed In
the park this morning was a veteran
building wrecker and all-around laborer
This man, who has worked on many
municipal construction jobs, frankly de
clared that, owing to the poor gravel
used. It was a sure bet that dynamite
wouldn't be needed.
"The fellow who had thr- contract for
putting these thlng3 up I mean those
walls certainly must have r-een his blun
der by this time. Any man who has
eyes and knows a thing or two about
concrete will nay that there Is some
thing wrong with this Job. Only a blind
man couldn't tell the difference."
Senator Vare has the contract for pro
ceeding with the work tn the park. He
was given the contract last June, be
cause his bid of $S00,("O0 was the lowest.
It v as learned toady that one of the
first discoveries by laborers and others
detailed to tear donn the wall3 was that
the structure atound the lagoons was
defective. This fact was also pointed out
by tho experts In their reveUtlor.K.
The thr investigators, who condemned
the ftruotuie as a piece of patchwork,
also b'ought forth proof to show that for
concrete ihf contractor u?d an unwashed
gravul. fuirlv well graded, but full of im
purities, which tended to Impair th qual
ity of th concrete made from It. Another
Interesting feature of the Investigators'
disclosures was that the gravel cont lined
wood, lumos of clav, pieces of coal and

The walks also show signs of poor
workmanship Many of them a con
structed by the Senator will have to be
rebuilt because they are defective.

pavements, man'ioles and also solid side,
walks, but not the kind h constructed
when the "near concrete wa.Hi" were
put up. Grata banks, better walks and
other improvements will be constructed

where girls and boy3 ran have fun in
the summer

now. he believes, the Municipal Court
may want the sixth floor corridor at
