Mr. Beecher is a representative man of the Republican party, and when he speaks it is cx cathedra. He took his text from Psalms lx., 31 and advocated the rights of the common people to self government, following it by this pre scription for the colored people of the South :—"Make them American citi zens," under the following details: 1. Give them (the negroesi land in fee simple, witivmple protection, in the shape of wise, self-protecting economy. 2. Provide for them all those sources iof improvemen't which we so solicitously secure for our white population. 3. Open up for them a right to use their powers and skill in honest compe tition in all trades and professions, with /al classes, they to stand or fall by their own capacity—to stand the ordeal. 4. GiVe to them the right of every born •creature to take part in determining the laws, the magistrates and the public policy under which he and his children were tolive..
