TUESDAY, May 3.
-In the Senate the army appropriation bill was re
ported and a conference committee appointed. Mr.
Sherman moved a resolution that a quorum of the
Senate shall consist of a majority of the Senators
duly qualified. This was postponed until to-day.
'The but appropriating twenty-five millions to the '
hundred-day men was taken up and passed, yeas 23,
nays 18. Messrs, Chandler, Pomeroy, Henderson,
Sprague, Wade and Wilkinson, Abolitionists, Bever
dy Johnson, nondesoripq, voted with the Democrats
against the bill. The Negro Bureau bill was taken
up, but no quorum could be obtained to vote upon it.
In the -House a bill was reported by Mr. Schenck
raising soldiers' pay from th neon to sixteen dollars '
a month. He moved the previous question. Mr.
Cox besought him to withdraw it, in order to allow
the Democrats to move an amendment, raising it to
eighteen dollars. He refuted. The - bill was then
pasted unanimously. Tae Navy apropriation bill
WAS taken up, and the Senate amendments concur
ed in. The bill estabashiog Governments in
Southern States was taken all and debated.
WEDNESDAY, May 4.
In the Senate the resolution of Mr. Sherman, that
a quorum of the Senate shall consist only of a ma
jority of toe members qualified was taken up. There
was a debate and the resolution was adopted, yeas
28, nays 11. Messrs. Anthony, Doolittle, Poster,
Grimes and Harlin, Abolitionists, voted agaiost it,
-Mr. Johnson, nondescript, voted for it. The Senate
refused to agree to the House amendments to the
negro bureau bill.
In the House a resolution was offered by Mr.
Farnesworth, abolitionist, inquiring whether an ex
officer of the Confederate army did not hold a posi
tion in the Treasury Department. The resolution
lies over. The Fortification appropriation bill was
passed. Mr. Voorbees made a statement about the
forged Davis Eckles letters. Garfield, who started
the calumny, submitted, though rot without
Whining, to his rebuke. Tho Rebellious State bill
was taken up. Mr. Cox said. My heart's desre
and prayer to God is for peace and union to this
distracted land." After sme debate the bill was
passed—yeas 78, nays 59. In the evening a general
debate was indulged in
in the Senate a bill was introduced to prevent
smuggling. The Brazil steamship bill was debated,
but fealty laid over. The election for State officers
in Nevada was made the first Wednesday in Sep
tember. The Bank bill was taken up and debated
and various amendments offered. The Fort Pillow
Committee reported'.
In the House the bill to pay Pennsylvania her
militia expenses was taken up and after a long de
bate, in which it was tried to include nearly every
other State, the bill was laid on the table, yeas 66,
nays 60. The house then reconsidered the vote,
yeas 67, nays 57. The bill was then amended by
appropriating fifteen millions to pay the expenses of
other States, and passed.
In the Senate various unimportant acts were con
sidered and a new patent bill was passed. The
charter of the District of Columbia was taken up
and Mr. Cowan of Pennsylvania moved to restrict
the right of voting to white men. The Senate re
fused to postpone the bill at the request of the Radi
cals by yeas 14, nays 21; but subsequently the
morning hour expired. Ihe Tax bill was taken up,
and the Senate, by yeas 11, nays 21, refused to tax
National banks. No action was taken on the bill.
In the House various election cases were consider
ed, and the various species of Abolitionists had a
skirmish. Four thousand copies of the Fort Pillow
report have been ordered, and the House adjourned
until Monday.
DESPERATE ENCOUNTER WITH A BURGLAR.—

street, was suddenly awakened by a noise in
his bedroom, and was rather surprised at
seeing a man endeavoring to open a trunk
that was under the bed. Ile jumped out of

the weap in from her and tried again, tii

of the scuffle, and obtained the second pistol.
Policeman Oarback and one of the neighbor s
soon appeared, and after a fight, in which the
robber was benten over the head severely, sc
oured him and conveyed him to the central
police station. He gave the name of James
Smith, (supposed to be a fictitious name ;) he
i s a powerful built man, and in his struggle
with Bishop. who is also a very stout man,
evidenced his desperate ohoracter. At one
time Mrs. Bishop attempted taphoot him, but
not being conversant with the handling of a
pistol, her object failed.—Baltimore Sun April

A writer for the New York Daily Times, 'in
elaborately reviewing the situation in Virginia, ex
presses the highest confidence in the success of the
campaign upon which General Grant has entered in
Virginia, and gives the following reasons for this
confidence:
What are the grounds of this confidence ? They
are, first of all, the reinforcement which the Army
of the Potomac will receive in the leadership of
Grant himself. It is not merely that his great series
of Western victories prove his claim of first-class
generalship, but that his position as General-in-
Chief will give him untrammeled liberty and unity
of command, will enable him to use all the resources
of the nation, and will afford him the means of
general combinations over the whole theatre of war.
These are advantages that no other commander of
the Army of the Potomac ever enjoyed, and they
are immense. The next ground of confidence rests
in the magnificent army which General Grant is
massing in Virginia. Its mere numerical propor
tions are spoken of as something portentous. But
not only is the Army of the Potomac strong in its
numbers—it is strong in its organization, its com
manders, its discipline, its morale The sweeping
changes made by Grant in the interior of the Army
of the Potomac—however much they may have
shocked some sensibilities—have all been to the im
provement of the army ; and no ono who knows the
spirit and quality of that army can fail to appreci
ate the delight and confidence Grant has in it. The
next ground of confidence is that the strength of the
army Grant has under his command and his unfet
tered freedom of action will enable him to venture
on a plan of campaign entirely different from any
of those several campaigns that have had Richmond
for their object."

Men Cow.—We learn that Mr. Samuel
Flock, of Richmond, had a e.tw bitten by a
rabid dog Some two weeks since. The eow
was chained in the stable to prevent her
doing an:, damage. She raved, pawed,
bawled, and made great exertions to break
loose. Several other cows, and many dogs
were bitten by the same dog, in that neigh
borhood.— Doylestown Democrat.

winter lingering in the lap of spring, has not
proved as serious as anticipated, and the
Western journals speak encouragingly of

It is stated that about 2,600,000 acres were

there should have been ayield of 31,209,000 :

The preservation on the letter Itself of the POST-MARK
and POSTAGE-STAMP, generally destroyed with the de
tached cover, has long been deemed a matter of the first
importance. This desideratum is now triumphantly secured
by this Ingenious invention. Many obvious advantages
must arise from the general use of this envelope.
First -Increased Safety by additional sealing; the stamp
connecting the envelope and letter securely together • and
this is never liable to be omitted, though the slicking of
the flap is frequently neglected or Imperfectly done.
Second--Security against Impertinent Intrusion; the
letter and envelope being firmly attached by the stamps,
and inclosure cannot be inspected even if the flap be clan
destinely opened.
Third—Safety against Abstraction of Valuable Indio.
sures. If the flap be left unsealed, or opened with feloni
ous intent, it will be impossible to open the letter and take
thence bank notes cud drafts without so mutilating the
envelope as to insure detection.
Finerth—Security for the free payment of the Postage;
an the stamp, when once properly placed in this window,
cannot be removed without Its destruction.

Fiffh—Advantage therefore to the Government; by the
effectual destruction of every stamp in its first use.
Biag/s—Pacility to the Post Office Operations • by a uni
form location of the stamp in the upper right hand corner,
which is the most convenient position for the Poet Office
mark.

lieventh—Verification of the Mailing; by securing on the
letter itself - the legal evidence of the time and place of It
being mailed. This has long been esteemed so desirable,
that many prudent persona are constrained to dispense
with the use of envelopes, that they may have the post
mark on the letter; and others take the precaution to pin
the envelope again on the letter for identification.
MOM—Certainty of the Date and Place on the Letter,
which are no frequently omitted by writer. in oareleasneea
or hurry. . _
Ninth—Ornamentation ; which, though some may think
of small importance, certainly meets the approval of all
persona of taste.
Thrith--Cost. Notwithstanding the many and unrivalled
advantaged' of the "Stamp dealing Envelopes,^ they will
be furnished at a very mall advance upon the prices of
those not having the benefit of this patent.
