MONDAY, February 15
In the Senate to•day a bill was presented defining
the rank and pay of caaplains in the army, making
them rank with majors of infantry and giving them
certain allowances. The Enrollment but was then
taken up, and the Senate refused to recede from its
previsions, and tt was sent back to the Douse. The
Deficiency bill was taken up. An amendment that
the Warms of all the assistant-secretaries for the
nest fiscal year be fixed at truce thousand five hun
dred dollars was agreed to. The first and second
assistant postmaster-generals were included in this
provision. The House Deficiency bill, as amended,
was then agreed to.
In the Douse to-day bills were introduced author
izing the appointment of an lussnitauvregister et the
treasury; extending the tune for the withdrawal of
goods trout the public stores; granting lands to the
Pacifu3 Railroad; and estabnimmg a Oration mint in
Idaho. A resolution was adopted o that the Con
stitution should be so amended as to abolish slavery
ih tun United states, wherever it now exists, and to
prohibit its extent Ai in every part thereof forever.' '
The Internal Revenue bill was taken up and die
cussed; but nu final action was taken. A bill was
reported giving to certain States, whose governments
have been usurped or overthrown, a republican form
of government. The Douse teen adjourned.
WEDNESDAY, February 17.
In the Senate, to-day, petitions wore introduced
for the relief of the owners of the scuouner Fairfax,
destroyed while shielding trio steamer ilesolute, awl
by Mr. stunner in relation to Slavery. A menage
from the President recommended that compensation
be made to the owners of the French ship La Mauch.
A. resolution *MS introduced providing ler the dona
tion of public lauds fur the °anent of the orphans
of deceased soldiers. The ConliSealLol2 act was taken
up uu the report of the Judiciary Committee ad
versely to tee resolution in amendment of the joint
resolution explanatory of the act. 'Five thousand
additional copies ol Ueneral McClellan's report
were ordered to be printed. The bill equalizing the
pay lit soldiers was discussed a. some length, Mr.
Lavin, of Kentucky, inaliin,4, an extended speech.
Mr. Sumner presented a series of amendments to
the Constitution respecting slavery, after which the
Senate adjourned.
in the House a resolution of thanks was passed to
those veteran soldiers who have voluntarily re
enlisted in the army, or who shall hereafter re- !
enlist therein. The bill in relation to a bureau of
freedmen's affairs was considered, Mr. Cox making
the principal speech. A resolution of thanks to
General Thomas came up for discussion, when Mr.
Garfield moved to include the name of General
Hosecrans. la the course of his remarks he gave a
brief review of the campaign of Gen. itosecrans,
highly commending that officer for his skill in its con
duct. After a brief consideration of the Navy Appro
priation bill the House adjourned.
IHUIISDAY, February 18.
in the Senate to-day a bill was introduced to en
courage immigration, and organize a department
for that purposo ; also a resolution in relation to en
listments in the navy, empowering the President to
transfer seamen from the army to the navy when
the exigencies of the public service require it. The
resolution was adopted, and the Senate adjourned
after an executive session.
In the House a bill was introduced to the effect
that when contracts are made for the payment of
obligations itagold, nothing but gold shall bee legal
tender for the discharge of such obligations, all laws
to the contrary notwithstanding. The bill author
izing the Secretary of the Treasury to sell the sur
plus gold in his hands was taken up and discussed
at considerable length ; but no final action thereon
was taken. Mr. Odell reported a joint resolution,
which was passed, explaining certain acts of Con
gress with regard to the calling out of the militia.
After a brief consideration of freedmen's affairs the
House adjourned
In the Senate to-day a bill was introduced legal
izing the action of the Secretary of the Treasury
with reference to the leasing of abandoned planta
tions. The report of the committee of conference on
the disagreement to the Enrollment bill was taken
up and discussed at some length. The Senate ad
journed until Tuesday.
The House authorized the committee, investigating
affairs id the New York custom house, to proceed to
this city and take testimony. The committee on in
vestigation of the charges against Judge Miller, of
Missouri, wore authorized to send for persons and
papers. The House then went into Committee of
the Whole on the private calendar. The bills were
passed, with one exception. The joint resolution,
authorizing the transfer of seamen from the army,
was passed. Ten thousand additional copies of gen
eral McClellan's report were ordered to be printed.
The House then resumed consideration of the bill
creating a bureau of treedmen's affairs. The bill
authorizing the Secretary of the Treasury to sell the
surplus gold in his hands was reported from the
Committee on Ways and Means with a recommen
dation that it do not pass. The navy appropriation
bill and the enrollment bill were taken up and dis
cussed. The report of the conference committee on
the latter bill was adopted. The House then ad
journed until Tuesday.
HOMICIDE IN JUIINSTOWN—A Husband Kills
lb, Paramour of His On Friday week
the borough of Johnstown wits thrown into a
state of intense excitement, occasioned by the
murder of .Jordon Marbourg, a well-known
resident of that town, by Joseph Moore. It
appears that for some time past criminal inti.
macy has exit ted between the deceased and
the wife of Moore, and it becoming known to
the husband, he determined to take summary
vengeance. On Friday morning as Marbourg
was entering the post office he was met by
Moore, when the latter drew a pistol and fired
deliberately at Marbourg, the ball taking ef
fect in the region of the heart, causing instant
death. Moore immediately surrendered him
self to the authorities, who conveyed him to
the county jail, at Ebensburg, to await a
hearing. The deceased was a merchant, and
a prominent citizen of that borough, and has
heretofore borne a very high reputation.—
Moore, who is also well known and respected,
was a member of one of the nine month's re
giments from Cambria Co., and sustained a
good character:
THE RECRUITING BUSINESS IN NEW YORK.
—The system of recruiting which has recently
been followed in this city is one of the great
est scandals of the war. It has been one of
organized pillage, resort being had to 'mous
ing with narcotic poisons, threats, violence,
false representation and kidnapping, in order
to furnish victims to the bountpbrokers and
fill up the army with discontented and
unfit men. Cripples, old men, mere boys,
men laboring under incurable diseases, and
soldiers previously discharged for physical
disability, form a great part of the recruits
recently enlisted in this city.—N. Y. Tribune.

uniform with the Journal, in a form con

20 cents each ; or will be sent by mail by the
Publisher, W. C. CITURCII, 192 Broadway, on
receipt of price, forty cents for the two
numbers.
THE LANCASTER ELECTION.—The charter
election in the city of Lancaster on the 2d
inst., was a complete Democratic victory.
Mayor Sanderson's majority is 127 ; the
Democratic High Constable is elected by 184
majority ; and three of the four City Consta
bles, and a majority of the City Councils, are
Democrats. This result, in view of the strong
exertions that were made by the Abolitionists
to intimidate Democratic voters by the hue and
cry of " Copperheads " and " traitors," may
be considered in the highest degree encourag
ing.— Clinton Democrat.

George Sanderson was re-elected Mayor of
Lancaster, Pa., on Tuesday last, by one hun
dred and twenty-seven majority—a gain of
seventy-eight over last year. Mr. Sanderson
is an earnest and influential democrat, and
has for many years been the publisher and
editor of the Lancaster Intelligencer, one of the
ablest exponents of conservative principles in
the old Keystone State.—. New York Atlas.
BOUNTIES IN NEW YORK CITY-SIX Million
Dollars Voted for Soldiers in Six Months.—
The Supervisors Of this county are determined
that there shall he no draft in New York, if
bounties will procure volunteers enough to fill
our quotas. An appropriation of two million
dollars—the third of the same in less than
six months, had just been made by the
Board—six million dollars in all.—New York

NEGRO EQUALITY.--The U. S. Senate on
Saturday week recognized the prinoiple'of the
equality of negroes as soldiers by voting to
give them the same pay, £e., as white men
after the let of January, 1864.

to plant a Plural Orchard of 200 trees; and I intend to
plant an Apple Orchard this spring of 8,000 or 9.000 trees,
and do not intend to plant any trees that are over three
or four feet high. All the trees that are too large for our
own planting we send out to offer at public sale.
1 Intend hereafter to confine my entire attention to the
Orchard and fruit growing, and this is the only chance
that you may ever have offered to buy trees at public sale,
and if you fail to attend to your own interest now you
will surely rue It in the future.

AUDITORS' REPORT
We, the undersigned Auditors of Lan
caster county, do certify, that we have carefully exam
ined the account of John Benilnger, Esq., Treasur
er of said county, and have compared his vouchers
with the saute and find a balance In hie hands of Twen
ty-nine thousand five hundred and forty-fonr dollars
and forty-fonr cents, ($29,514 44.) which he has paid
over to his successor, Samuel Hess, Esq., the present
Treasurer, and for which he has shown us his receipt.
We have examined the account of Chribtian Gast,
Esq. Treasurer of the Poor and House of Employment
of
Esq.,
county, and find a balance due him of
Eight hundred and sixty-nine dollars and fifty cents,
($BO9 50,) on the let day of January, 1564.
We have also examined the account of Pater Johns,
Esq., Treasurer of the Board of Prison Impostors, and
find it correct, showing a balance due him by the said
Board, of Ninety-three dollars and forty-live cents,
(593 460 on the let day of January 1684.
The liabilities of the county at the present time for
individual loans at five per cent. per annum, amounts
to 5167,543 63, deducting the above amount in hands of
the Treasurer, 529,544 44, would show an indebtedness
of 5135.004 19, the outstanding Tax amounts to 521,-
613 35.
