Early in June last a committee of Louisiana planters (whose names are, given in the cor respondence which follows,) waited upon President Lincoln, at the_ White House, with a petition in behalf of the great planting in- Omit of the State, ler authority from the gen eral government to proceed to the election (in Notrismber nett,) of Federal State officers, in purlie/nee of the Constitution of the 'United States and existing State Constitution of Lou isiana. The President heard the committee, received their proposition in writing, and cour teously dismissed them, with the promise that after a Cabinet consultation on the subject the committee should have his reply. There was, accordingly, a Cabinet consultation, and the result is given in the President's letter here with transmitted. When. it is remembered that the existing. State constitution of Louisi ana is strongly pro slavery, the spirit and pur pose of the ruling elements of the Cabinet will be pretty well understood. Mr. Secretory Chase and his Abolition associates in the Ad ministration, and the radical political faction by which they are supported, simply mean, if they can accomplish it, that none of the States committed to the rebellion shall be re stored to the Union without being shorn of the institution of slavery.
