    TIRTISESENTH CONGRESS-SECOND SESSION.
MONDAY, February 23.
The Bennie adopted the resolution relative to the
payment of foreign postage in coin. • The bill to
amend the Pacifie Railroad act was, after a brief
discussion, postponed. Tne bill for the release of
state prisoners was then taken up, and a long and
animated and somewhat rambling debate ensued.
The House passed the Senate but providing for the
holding of a oironit omit of one dhuriat by the judge
of another in cases of necessity, and conferring on
the linked States District Courts aced:anew of oases
of admiralty as to the lakes, the same as is now pos
sessed by them as to the high seas.. Mr. Dawes, from
the Committee on Elections, reported adversely to
the claims of C. L. lerafton to a seat in the Bottle as
member from the Eighth district of Virginia. The
report , against Mr. l'iggott's olaim to a seat was
adopted. The Senate's conscription bill was then
taken up, and a long and excited debate was had
upon it.
TUESDAY, February 24.
In the Senate, bills were reported back to incorpo
rate the institution for the education of colored
women and to provide for the instruction of children
outside of the cities of Washington and Georgetown.
The bills to build a wagon roadfrom the West Point
Academy to Cornwall Landing, granting the right
of way through the military reservations of Kansas,
Ind relating to hospitals and an ambulance corps,
were reported upon adversely. A bill Was passed for
the removal of the Sioux Indians from Minnesota.
A committee of conference was appointed on Oa
naval appropriation bill. The Pacific Railroad bill
was taken up, and amendments adopted providing
f0r..20,000 shares of $lOO to be subscribed and ten
per cant. paid before tee organisation of the com
pany, and striking oat the fourth section, which
provides for delivering to the company . a per centage
of the bonuses, which , by the original bill, were re
tained until the completion of the road.
In the louse, the Senate bill to organise the
national forces and for other purposes was taken up
and debated until , the close of the session,which
lasted until late in
theevening. A vote on the bill
is eat down for 2 P. st. to-day. Thaddeus Stevens,
in the coarse of a speech, read a letter from Gen
eral Scott to the Secretary of War, dated October 4,
1801, complaining of General lliciClellan's insubor
dination.
WEDNESDAY, Febrtiary 25.
The bill authorising the President to confer brevet
rank was yesterday passed by the Senate ; also the
bill to promote the health, comfort, and efficiency
of the army. Mr. Harris reported book the bill to
facilitate the taking of depositions in the United
State' to be used in other countries. The bill amen
datory of the Pacific Railroad bill was taken up and
passed, with amendments providing that the retain
ing of certain percentage of bonds in the Treasury
until the road is completed shall apply only to that
portion of the road on either slope of the Rocky
Mountains, and that the President may at his die
oration pay to any of the companies mentioned in
the act an equal amount of lawful money of the
United States, in lieu of United States bonds. The
Indian Appropriation bill was also passed, with •
large number of amendments. A resolution was
adopted requesting the President to communicate the
proceedings of the court-martial in the case of Com
mander Chas. Hunter. Mr. Davis introduced a bill
for the payment of officers and soldiers who have
actually rendered service in the army, without being
regularly enrolled.

,liouse, after an exciting debate, passed the
Senate' conscription bill—the vote being 115 against
49—with the following amendments : 'Jo confine the
term of service to the term of the present rebellion,
not, however, exceeding three years ; to try by gen
eral court-martial or military commission all persons
found lurking or acting as spies about the fortifica
tions or camps of the army; who shall on being con
victed, suffer death. Many other amendments were
rejected or excluded. Mr. White reported a bill to
aid Maryland in abolishing slavery, by providing
for ten millions of bonds to be delivered for that pur
pose when the President shall be satisfied of the pas
sage of a valid act by the Legislature within two
years from the let of January last ; also a bill appro
priating fifteen millions in bonds for the abolishment
of slavery in Missouri. Certain amendment seditious
to the bill to amend the internal revenue act, which
will be found enumerated in the report of the pro
ceedings elsewhere, were agreed to in Committee of
the Whole.
THURSDAY, February 26. '
Mr. Sumner yesterday reported to the Senate a
joint resolution to facilitate a proper representation
of the industrial interests of the United States at
the industrial exhibition in Hamburg. A bill was
passed to provide Circuit Courts for the districts of
California and ..Oregon. A resolution was adopted
Instructing the Military Committee to inquire into
the propriety of limiting the number of paymas
ters, quartermasters, and commissioners of subsis
tence of volunteers. A bill was passed to carry
into effect the treaty with Peru. The bill to organ
ise the corps of engineers was recommitted. The
House amendments to the conscription bill were
ordered to be printed.
The House passed the Senate with amend
ment, to punish frauds on the government; also the
Senate bill for the appointment of additional major
and brigadier generals,. inereasing the former from
twenty to forty, and the latter from fifty to one
hundred. The Senate's prOviso that beyond that
number no general shall be appointed in any branch
of the public service was stricken out, and an
amendment adopted that the President shall appoint
no one excepting for gallant and meritorious con
duct in the field. Mr. Stevens made a report—cov
ering all excepting the bank olause—on the dis
agreeing votes of the two houses on the bill to pro
vide means for the support of the government.—
The report was agreed to. The House insisted upon
its bank clause disagreement, and asked another
Committee of Conference. The House, in Com
mittee of the Whole adopted a number of amend
ments to the internal revenue bill.
FRIDAY, February 27.
The Senate appointed a Committee of Conference
to limit the number of major and brigadier-generals.
A memorial from New York merchants and ship
owners, asking for an investigation of the sale of
prizes in that-city, was referred to the Naval Com
mittee. The bill to extend the Washington and
Alexandria railroad was passed, with an amendment
that no person ehall be excluded from the cars on
account of color. The bill for the collection of aban
doned property, and the prevention of frauds in the
insurrectionary districts, was then taken up and de
bated at length, there being considerable dieoussion
on the transactions of General Butler at New Orleans.
The jointaesolution thanking General Boseorans
and his command for gallantry at Murfreesboro' was
adopted.
In the House the committee on contrasts reported
a resolution, which was adopted, that the Secretary
of the Treasury be requested to decline any further
payments to the parties interested on account of
()haltering the steamer Cataline, in April, 1861.
The House then went into committee of the whole
on the amendments to the national finance bill,
and afterwards reported to the House. A long de
bate then ensued and 'parliamentary tactics of all
kinds wee resorted to to prevent the passage of the
bill. •
SATURDAY, February 28.
In the Senate Mr. Grimes from the Naval Com
mittee, reported a joint-resolution, giving the thanks
of Congress to Commodore Ringgold. Mr. Grimes
offered a resolution instructing the Secretary of the
Navy to report to-the Senate whether any officer of
the Government has liberated prisoners captured by
any Naval officer of the United States, and restored
any captured property on the payment to him or
them, of any money or other valuable consideration,
and if so, under what circumstances and by what
authority such release has been made, and that he
report thereupon to the Senate, and whether in his
opinion any action is proper or necessary to remedy
this proceeding. Adopted. Mr. Harlan introduced
a bill supplementary to an act for the relief of
persons for damages sustained by the outrages of
certain bands of Sioux Indians. The bill extends
relief given to citizens of - Minnesota to lowa and
Dacotah. Passed. Mr. Harris presented the reso
lution of the New York Senate relative to bounties
and arrears of pay to the families of soldiers. Mr.
Wilson introduced a bill to pay for arming loyal
citizens and troops in any State or States the inhab
itants of which have been or may hereafter be in re
bellion against the United States.
In the House Mr. Dawes from the Committee on
Elections, made an unfavorable report on the cre
dentials of Alvin Hawkins, claiming a seat as rep
resentative from the Ninth Distriot of Tennessee,
Mr. McPherson made a report from the Conference
Committee on the disagreeing amendments to the
bill for an additional number of Major-Generale and
Brigadier-Generals. The agreement is to appoint
thirty of the former and seventy-five of the latter.
The House proviso is also modified so that the officers
to be appointed under this act shall be selected from
those conspicuous for gallant or meritorious conduct
in time of duty. Mr. Cox moved to lay the report
on the table. Disagreed to—yeas 30 ; nays 85.
The report was adopted. The House took up the
report,from the Committeeof the Whole on the State
of the Union on the bill containing amendments to
the Internal Tax bill.

Caneland, (Central Hotel,) Hanover. The property is situ
ated in Conewago township, Adams county, 34 mile west
of the Borough of Hanover, avid within view of the Gettys
burg and Llttleetown Railroads, about 300 yards from the
former and 200 yards from the latter, and mile from the
Hanover Railroad depot, containing 90 ACRES OF LAND,
all of which is in the highest elate of cultivation, well
watered, and under good fencing. The improvements are
all commodious and substantial, the dwelling is
a TWO-STORY BRICK HOUSE, with a portico in

Fifty-four dollars and seydity-four cants ($.54 74) on
the Ant day of January, 1883.
The liabilities of the county at the present time for
Individual loans at five per cent. per annum amount to
$121,763 25; deducting the above amount in hands of
the Treasurer $411773 00 would show an indebtedness
of $79.910 25. The outstanding taxes amount to
$16,5132 41.

PRESERVING ENVELOPE
The preservation on the letter itself of the POST—MARE
and POSTAGE—STAMP, generally destroyed with the do
tached cover,
has long been deemed a matter of the brat
importance. This desideratum is now triumphantly secured
by this ingenious invention. Many obvious advantages
must arise from the general use of this envelope.
Pirst—lncreased Safety by additional sealing; the stamp
connecting the envelope and letter securely together; and
this is never liable to be omitted, though the sticking of
the flap is frequently neglected or imperfectly done.
Second—Security against Impertinent Intrusion • the
letter and envelope being firmly attached by the gimps,
and inclosure cannot be inspected even If the flap be elan.

the envelope again on the letter for identification.
Eighth—Certainty of the Date and Place on the Letter,
which are so frequently omitted by writers in carelessness
or hurry.
Ninth—Ornamentation; which, though some may think
of amen Importance, certainly meets the approval of all
means of taste.
Tenth—cost. Notwithstanding the many and unrivalled
advantages of the " Stamp Sealing Envelopes,^ they will
he furnished at a very small advance upon the prices of
