LETTER FROM GENERAL SCOTT.
John Van Buren, in the course of his
speech at the Seymour ratification meeting in
New Turk, oh Monday evening, the 13th
instant, read the following letter from Gen.
Scott to Mr., Seward. The predictions of the
old General, extravagant .as they may have
seemed at the time, have been more than
fulfilled—the reality .exceeds the prophecy.
Washington, March 3, 1861.
Dear Sir: Hoping that in a day or two the
new President will have happily passed
-through all personal dangers and find himself
installed an honored successor of the great
Washington, with you as the chief ot his
Cabinet, I beg leave to repeat in writing what
1 have before said to you orally, this sup
plement to my printed views’ (dated in
October last) on the highly-disordered condi
tion of our (so late) happy aud glorious
Union.
To meet the extraordinary exigencies of the
times, it seems to me that I am guilty of no ar
rogance in limiting the President's field of se
lection to one of the four plans of procedure
subjoined:
1. Throw off the old and assume a new
designation—the Union party. Adopt the
conciliatory measures proposed by Mr.Critten
den or the Peace Convention, (applause.] and
my life upon it, we shall have no new case of
secession, but, on the contrary, an early return
of many, if not of all the States, which have
already broken off from the Union. Without
some equally benign measure the remaining
slaveholding States will probably join the
Montgomery confederacy in less than sixty
days, when this city, being included in a for
eign country, would require a permanent gar*
riaon of at least 35.000 troops to protect the
government within it.
2. Collect the duties on foreign goads out
. side the ports of which the government has lost
the command,or close such ports by act of Con
gress and blockade them.
3. To conquer the seceded States by invading
armies. No doubt this might be done in two
or three years by a young and able General —
a Wolfe, a Desaix, or a Hoohe, with 300,000
disciplined men—estimating a third for garri-.
sons, and the loss of a yet greater number by
skirmishes, sieges, battles and southern fevers.
The destruction of life and property on the
other side would be frightful, however perfect
the moral discipline of the invaders. The con
quest completed at that enormous waste of hu
man life to the North and Northwest, with at
least $250,000,000 added thereto, and cui
bono? Fifteen devastated provinces! not to be
brought into harmony with their conquerors,
but to be held for generations, by heavy garri
sons. at an expense quadruple the net do.ties
or taxes which it would be possible to extort
from them, followed by a proteotor or an
emperor.
4. Say to the seceded States—wayward sis
ters, depart in peace 1

The New York World of Tuesday says :
** Gold is selling to-d-iy at 130 J-, and bankers 7
sixty day sterling bills at 145. Last year at
the corresponding date gold wasnt par and
exchange was 107£. In other words, legal
tender notes to-day are worth only seventy
cents, and thirty-seven per cent, additional
tax, compared with last year, is imposed on
imports of tea, coffee and all foreign merchan
dise.
“ These figures tell in plain terms to every
business man that the financial‘system and
commerce of the country are in a crisis of no
ordinary magnitude, fraught with rain to
many who are now rich, and bringing hunger
and suffering to those dependent on their
daily labor for their daily bread.
“ The laborer who received a year ago one
dollar for his day's labor, convertible into
gold, receives f-day a paper dollar worth only
sixty-nine and three fourth cents in specie or
real money ; or, in other words, he is now, by
the financial policy of Mr. Chase, .compelled
to give six days 7 labor for the price of four
days. The difference is the most moderate
statement of the unprecedented depreciation in
the value of our paper currency which is
whirling the national honor and credit, and
the comfort and happiness of the people into
a fearful vortex of rnin. The rprices of all
commodities are advancing in a greater ratio,
than the actual depreciation of the ourrenoy
as marked by the premium on gold; and
every clerk, laborer, or person with a fixed
income, finds each week*an increasing diffi
culty in making both ends meet. One dollar
out of every three dollars earned is taken from
then by the financial policy chosen by Mr,

DEATH OF GENERAL C. T. JAMES.
Sag Harbor, L. 1., Oct. 16.—General C. T-
James died this morning, from the effects of
injuries received yesterday, by the explosion
of a shell during a trial of his Dew projectiles.
General James is well know as the inventor
of a rifled cannon, and projectiles adapted to
it, which have been much used in the United
States service. He was a citizen of Rhode
Island,and represented that State in the United
States Senate, from March, 1857, till Maroh.

FARMERS’ MUTUAL INSURANCE
COMPANY. —The Members of the Farmers’ Mutual
Insurance Company are hereby notified, that a tax of one
twentieth of one per cent.j'or fifty cents on each thousand
dollars of the valuation of the property insured, has been
assessed by the Directors to pay lofses sustained by Peter
Stauffer and Benjamin Landis, of East Lampeter township,
Christian Sterneman and Henry Doeveler of Conestoga
township, and Henry Wertz of Kast Donegal township, by
fires which occurred in their baildings.
Pull duplicates will be left at the Agricultural store of
AdAtn R. Barr, iu East King street, Lancaster ; at the boose
of Jacob Greenawalt. Id Manor township, and at the bonse
of John Strohm, lu Providence township, at either of which
places, any member may pay his or her tax, previous to
the 20th day of October next. A partial duplicate will be
left with Myers and Eckert, at their hardware store, in
Mount Joy where] members residing in the townships of
East and West Donegal. Conoy, Mount Joy, Bapbo and
Penn may pay their quotas of said tax, previous to the
above mentioned day, Another partial duplicate will'be
left with John Styer, In New Holland, where members,
