By the laws of this State it is provided that IE4

dex, which has beau consulted, shows that a law
wrists by which all slaves euteriug tile State, either
with or without the consent of their masters, are
declared free, and any attempt to capture or hold
them is declared to be a felony.
VERMONT.
liar law now forbids all citizens and officers of the
State from executing or assisting to execute the.
Fugitive slave act, or to arrest a tugitive slave, un
der a penalty of imprisonment for not less than one
year, or a line not exceeding $lOOO. it also forbids
the use of all public jails and buildings for the pur
pose of securing such slaves. The attorneys for the
state are directed, at the public expense, to defend;
and procure . to be discharged every person arrested as
alugitive slave. The habeas corpus act also provides
that fugitive slaves shall be tried by jury, and inter
poses other obstacles to the execution of the Fugitive
Slave act.

The law further provides, that all persons unlaw
fully capturing, seizing ur confining a person as a
fugitive slave shall be confined in the State Prison
not more than ten years, and lined not exceeding
$1.01.10. livery person held us a stave, who shall be
brought into this state, is declared free, and all
persons who shall hold or attempt to hold as a slave
any person so brought into the State in any form,
or fur any time, however short, shall be confined in
the State Prison nut less than one nor more than
fifteen years, and lined net exceeding $2OOO.
MASSACIIUSETI:6
The laws of this State forbid, under heavy penal
ties, her citizens and mate and county officers from
executing the Fugitive thieve act, or from arresting
a fugitive slave, or from aiding in either; and
denies the use of her jails and public buildings for
such purposes.
The Cw vernor is required to appoint Commissioners
in every county to aid 1.461L1Ve slaves in recovering
their 'leaden. when proceeded against as fugitive
slaves, and all costs attending such proceedings are
directed to be paid by the Mute.
Any person who shall remove, or attempt to re
move, ur come into the Mate with the intention to
remove, or assist in removing, any person who is not
a fugitive slave, within the weaning of the Consti
tution, is liable to punishment by U. line not less than
SIOOU nor more than 4i...UUU, and imprisonment not
less than one nor inure than five years.
Their habeas corpus act gives trial by jury to
fugitive slaves, and interposes ether impediments to
the hunting of fugitive slaves.
CONNECTICUT. •
This State, which us lute as 1640 tolerated slavery
within her own borders, as appears by the census
of that year, prohibits, under severe penalties, all
her officers from aiding iu executing the Fugitive
Slave act, and vacates all official acts which may be
done by them iu aitempaug, to execute that law.
By we act of 1544, yea. 1, it is provided that every
person who shall falsely and maliciously declare,
represent ur pretend that any person entitled to
freedom is a slave, or owes service or labor to any
person or persons, with bloat to procure, or to aid
and assist in procuring, the turcible removal of such
free person Boni Lille Ztute as a slave, shall pay a
fine ut $5OOO, aud shall be imprisoned five years in
the State ptisou.
See, 2. In all cases arising under this act, the
truth of and declaration, representation or pretence
that any person" being or having been in this State,
is or was a slave, or owes or did owe service or labor
to any other person or persons, shall not be deemed
proved, except by the tes.iumity of at least two
creditable tvituesses testifying fu facts directly tend
ing 'to the truth of such declaration, pretence or
representation, or by legal equivalent thereto.
Sec. 3 subjects to a line in $lOOO, and imprison
ment iu the state prison fur five years, all who shall
seize any person entitled to freedom, with intent to
have such person held in slavery.
Sac. 4 prohibits the admission of depositions in
all. eases under this act, and provides that if any
witness testifies falsely in behalf of the party ac
cused and prosecuted under this act, he shall be
fined $lOOO, and imprisoned five years in the State
prison.
RHODE ISLAND
The statutes of Rhode island provide that any one
who transports, or causes to be transported, by land
or water, any person lawfully inhabiting therein,
to any place without the limits of the State, except
by due course of law, shall be imprisoned not less
than one nor more than ten years. They also pro
hibit all ()dicers from aiding in executing the Fugi
tive Slave act, or arresting u fugitive slave, and deny
the use of her jails and public buildings for securing
any such fugitives.
PENNSYLVANIA
Prior to 1847 non-resident o_wners of slaves were
allowed to retain them in Pentisiylvania not exceed
ing six months. In 1847 this privilege was revoked.
Slaves are also allowed to testify in all cases in the
Courts of Pennsylvania. it is further provided by
law, that any person who violently and tumultuous
ly seizes upon any negro or mulatto, and carries
suoh a negro away to any place, either with or watt
out the intention of taking such negro before a Dis
trict or Circuit Judge, shall be fined not exceeding
.$l,OOO, and imprisoned in the county jail not ex
ceeding three mouths. The law also punishes with
heavy fine, and imprisonment in the penitentiary,
any person who may forcibly carry away or attempt
to carry away any free negro or mulatto from the
State. The sale of fugitive slaves is prohibited un
der heavy penalties, and a trial by jury secured to
them.
The laws of this State were for many years of a
very hostile character to slave hunting, but they
were repealed in 1858. Measures have, however,
been recently initiated to re-enact them,
MICHIGAN
The laws of this State are peculiarly stringent and
effeoiive. They not only deny the use of the jails
and public buildings to secure fugitive slaves, and
require the attorneys for the commonwealth to defend
them at the expense of the State, but the law of
Connecticut in relation to the punishment of persons
falsely alleging others to be slaves is adopted, with
the addition that any person who carries off a slave
shall be punished by imprisonment in the State
prison for a period ran exceeding ten years, or by a
tine not exceeding $lOOO.
The habeas corpus act also provides for a trial by
jury of claim to fugitives.
WISCONSIN
Following the example of her sister States of the
North, this State has in some particulars exceeded
all the rest. She has directed her district attorneys,
in all cases of fugitive slaves, to appear for and
defend them at the expense of the State. She has
required the issue of the writ of habeas corpus, on
the mere statement of Cho district attorney that a
person in custody is detained as a fugitive slave, and
directs all her judicial and executive officers who
have reason to believe that a person is about to be
arrested or claimed un such ground, to give notice
to the district attorney of the county where the per
son resides. If a judge in vacation tails to discharge
the arrested fugitive slave on habeas corpus, an ap
peal is allowed to the next circuit court. Trial by
jury is to be granted at the election of either party, 1
and all costs of trial, which would otherwise fall on
the fugitive, are assumed by the State. A law has
also been enacted, similar to that of Connecticut, for
the punishment of any one who shall falsely and ma
liciously
declare aperson to be a fugitive slave, with
intent to aid in the procuring the forcible removal
of such person from the State as a slave, "provided
that nothing in this chapter shall be construed as
applying to any claim or service from an apprentice
for a fixed time." A section is added to the pro
visions of the Connecticut law relative to this offence,
for the punishment, by imprisonment in the State
prison, of any person who shall obstruct the execu
tion of warrant issued under it, or aid in the escape
of the person' accused. Another section forbids the
enforcement of a judgment recovered for violation
of the Fugitive Slave act, by the sale of any real or
personal property in the State, and makes its pro
visions applicable to judgments theretofore rendered.
The law relative to kidnapping punishes the forci
ble seizure, without lawful authority, of any person
of color, with intent to cause him to be sent out of
the State or sold as a slave, or in any manner to
transfer his service or labor, or the actual selling or
transferring the service of such person, by imprison
ment in the State prison from one two years, or fine
from five hundred to two thousand dollars. The
consent of the person seized, sold or transferred, not
to bee defence, unless it appear to the jury that it
was not obtained by fraud, nor extorted by dwells or
by threats.
The law of this State is similar to that of others,
exoept that the maximum of the punishment is five
years in the State Prison, and fine of $l.OOO.
A FAMILY REMEDY.—No family should be
without some efficacious remedy for the cure
of affections so universally prev'alent as
coughs and colds ; some remedy too, which
can be relied upon as safe, sure, and certain.

Scrofula, or King's Evil ,
is a constitutional disease, a corruption of the
Mobil, by which this fluid becomes vitiated,
weak, and poor. Being in the circulation, it
pervades the whole body, and may burst out
m disease on any part of it. No organ is free
~ -, from its attacks, nor is there one which it may
destroy. The scrofulous taint is variously
caused by mercurial disease, IoW living, dis
ordered or unhealthy food, impure air, filth
and filthy habits, the depressing vices, and,
above all, by the venereal infection. What
ever be its origin, it is hereditary in the con
stitution, descending "from parents to children
unto the third and fourth generation ;" indeed,
it seems to be the rod of Him who says, " I
will visit the iniquities of the fathers upon
their children."
Its effects commence by deposition from the
blood of corrupt or ulcerous matter, which, in
the lungs, liver, and internal organs, is termed
tubercles ; in, the glands, swellings; anti on
the surface, eruptions or sores. This foul cor
ruption, which genders in the blood, depresses
the energies of life, so that scrofulous constitu
tions not only suffer from sCrofulous com
plaints, but they have far less power to with
stand the attacks of other diseases ; conse
quently, vast numbers ' perish by disorders
which, although not scrofulous in their nature,
are still rendered fatal by this taint in the
system. Most of the consumption which de
cimates the human family has its origin directly
in, this scrofulous contamination; and many
destructive diseases of the liver, kidneys,- brain,
and, indeed, of all the organs, arise from' at
are aggravated by the same cause.
One quarter of, all our people are scrofulous;
their persons are invaded by this lurking in
fection, and their health is undermined by it.
To cleanse it from the system we must renovate
the blood by an alterative medicine, and in
vigorate it by healthy food and exercise.
