    LOWERING THEIR FLAG.-Mr. Fessenden, of
Maine, in his speech in reply to Mr. Douglas,
said: •
" That we were opposed to the extension of
slavery over free territory, that we call it a
relie of barbarism, I admit ; but Ido deny that
the republican party, or the Republicans gener
ally, have ever exhibited a desire or Made a
movement towards interfering with the rights
of Southern men, in the States, or any consti
tutional rights that they ave anywhere.
That is the charge I made."
Mr. Douglas replied:
"For what purpose does the republican
party appeal to Northern passions and North
ern prejudices against Southern institutions
and the Southern people, unless it is to operate
upon those institutions? They represent
Southern institutions as no better than
polygamy—the slaveholder as no better than a
polygamist—and 'complain that we should
intimate that they did not like to - associate
with the slaveholder any better than with the
polygamist. I can see a monstrous lowering
of the
. flog. I would respect the concession,
if the fact was acknowledged."
Seir The Louisville Journal, one of the
Southern allies of the black republicans,
speaking of that party, says :
" The mission of the party is fulfilled. It
has no longer a decent pretext for existing.
Disbandment has in every point of view be
come a+ - paramount duty."
It would seem that this advice is about to
be followed, for their representatives in
Congress have gone out of their ranks for all
the officers of the House, and it is stated that
"it is arranged " that their candidate and
platform for the Presidential election are to be
of the " silver grey " stripe !

PHILADELPHIA, Feb. 11
There is some little speculative demand for superfine
Flour, but extras and extra family, of which the bulk if
the stock consists, are neglected. Holders are firm in
their demands, but the sales have mostly been in a small
way from $.5.62%@6? barrel for common and extra brands,
and $6.25@7.25 tor extra family and fancy lots. Rye Flour
and Corn Meal are dull. The former sold at $4, which is
a decline, and the latter is held at $3.75 barrel.
Grain—There is a steady demand for Wheat, and but
little offering. Small sales of good and prime Penna. Red
at $1 34(511.36, and White at $1.40®1.50. Rye is in demand
at the advance noted yesterday, and further sales have
been effected at 92(699 cents for Penna. Corn Is dull, and
with increased offerings, prices have fallen off one cent
? bushel from the highest point. About 3000 bushels yel
low sold last evening at 77 cents, but to-day It is difficult
to realize this figure. Oats are in limited request; 1000
bushels Penna.. in stare, sold at 4414 cents tf bushel; Del
aware are worth 42(443 cents. Barley ranges from 80 to 85
cents 3500 bushels Barley Malt sold at 90 cents.
Cioverseed is coming freely, but the season is fast draw.

The Flour market has been quiet again this week, bat
we have no material change to note since our last in its
general condition. Super has ruled through the week at
$5.37%@5.50 for Howard Street and Ohio, and $5.25 per
bbl. for City Mills, and it closes today ndy at these
figures. The sales for the week add up about 4,000 bbis.
