Mr.MerriWether. appeared and was sworn. Mr. Bright said the limitation in the appointment involved a question which might come up hereafter for decision. Douglass doubted the c onstitutionality 01 such an appointment, and suggested a reference of Mr. Merriwether's credentials to the Judiciary Com mittee. Mr. Butler opposed the reference of the cieden tials, as raising the question prematurely. Mr. Gain favored the reference. After some further remarks the subject was droppet Mr. Hunter moved that the Semite proceed to the consideration of the resolution, fixing a tierie f l y the adjournment of Congress, proposing to aalerel the resolution, so as to make it the 'dual of August.
