day in lbruary, in every year hereafter, one High
and two city Cosstabks.

SEC. H. That an annual salary of Three -Him,
- dred Dollars to the High Constable—and TWo
Hundred and Fifty Dollars to each of the two City
Constables hereafter so elected and duly commis
sioned and qualified, or that may be appointed by
Councils on the contingency expressed in the 4th
section of this Ordinance, and duly commissioned
and qualified, shall be paid quarterly from the City
Treasury, for the faithful, punctual and seasonable
performance of all the duties respectively required
b'f the said High and City Constables, by the several
ordinances and laws now or subsequently enacted
for the government of the city, under the restrictions
and conditions specified in the 3rd section of this
Ordinance and not rk etherwise. And agreeably to
said section, the 11 . h and City Constables elected
in February last, 7m the time of the passage of
this Ordinance , (b ing duly commissioned,) shall

receive quarterly om he City Treasury, such pro
portionate part of the yearly salaries now attached

SEC. 111. That e Presidents of Select and Com
mon Councils, sha on the passage of this Ordi
nance, and on the ridgy succeeding the election
of Councilmen in every year hereafter, appoint
until the end of the ft cal year, from their several
dl
bodies, a committee o three members to jointly
compose and be style " a Committee on Police,".
whose duty it shall be to exercise a general super
vision over the official Conduct and capacity of the
High and City Constables in commission, and from
time to time confer with the Mayor and Aldermen
of the city as to the discharge of their duties; fur
ther to countersign the Mayor's warrants for their
quarterly salaries as evidence of their approval.
But if satisfied of any dereliction or neglect of duty
on the part of hither said Constables, they or a
majority of then], may at theirsiiscretion disallow
wholly or in part the quarterly salary of such de
linquent, and no part of the salary of any Constable
shall be paid, except per warrant for the amount
countersigned by the said Committee on Police, or
a majority of their number.
SEC. IV. To the intent that the Police Depart
ment of the City may be always maintained useful
and efficient, it shall be the duty of the said Com
mittee on Police to report to the Select and Com
mon Councils—upon its occurrence—the death,
resignation or local removal of any duly commis
sioned Constable—orrihe failure of any one elected
by the qualified voters, or appointed by Councils as
hereafter provided,—to receive his commission, or
when commissioned to discharge his official duties
in a satisfactory manner; when it shall be lawful
for Councils in the event of either of such contin
gencies, to substitute a successor to such Constable
by appointment, viva voce, of their bodies in joint
convention, until the ensuing February election,
unless in the meantime superseded; and the salary
of the Constable so succeeded, shall thenceforth
Absolutely cease and determine, and attach to the
Substitute pro rata for the time of his continuance
in office.
Sec. V. All oydinances or parts of ordinances in
consistent with, or altered and supplied by the
foregoing are hereby repealed.
Ordained and enacted into a law at the City of
Lancaster, on the 4th day of September, 1849.

"An Act to prescribe the manner of giving
notice of applications for Banks,;; and in accord
ance with the provisions of the 25th Section of
Article 1 of the Constitution of Pennsylvania, the
President, Directors and Stockholders of " The
Lancaster County Bank," hereby give public notice,
that they intend making application to the Ge , ieral
Assembly of Pennsylvania, at its next session, to
commence on the first Tuesday of January, A. D.
1850, for the renewal and extension of their pres
ent charter and act of incorporation, with banking
and discounting privileges, for the term of fifteen
years, from the sth day of May, A. D. 1851, the
date last mentioned, being the time at which the
present charter will expire.
The said corporation is to be continued by the
name and style of "The Lancaster County Bank,"
and remain as at present, located in the city of
Lancaster, and with like powers and privileges to
those now enjoyed under the present charter, sub
ject to such modification, limitation, and restric
tions, as the Legislature may see proper to impose.
The Capital Stock as authorized by existing law,
is Three Hundred Thousand Dollars; and no in

Tha general elections in all the Wards, Town
ships, Districts and Boroughs of the county are to
be opened between the hours of 8 and 10 in the
forenoon, and shall continue without . interruption
or adjournment until 7 &clock in the evening, when
all the polls shall be closed—except the Palle of the
Ward and General Elections in the City of Lancas
ter, which shall be kept open until 9 o'clock in the
evening.
Every person excepting Justices ot the Peace,
who shall hold any office or appointment of profit
or trust under the Government of the United States,
or of this State, or of any city or incorporated Dis
trict, whether a commissioned officer or otherwise,
a subordinate officer or agent, who is, or shall be
employed under the Legislature, executive or judi
ciary department of this State, or ot the United
States, or of any city or incorporated District, and
also that every member of qougress„ and of the
State Legislature. and of 'the Select and Common
Councils of any city, or Commissioners of any in
corporated District, is, by law, incapable of holding
or exercising, at the same time, the office or ap
pointment of Judge, Inspector, or Clerk, of-any
election ot this Commonwealth, and no Inspector,
Judge, or other officer, of, any such election, shall
be eligible to any office there to be voted for.
The Inspectors and Jueges of the elections, shall
meet at 'the respective places appointed for holding
the election in the district to which they respec
tively belong, before 9 o'clock in the morning:
each of said Inspectors shall appoint one clerk,
who shall be a qualified voter of such district.
In case the person who shall have received the
second highest number ot votes for inspector, shall
'not attend on the day of any election, then the
person who shall have received the highest number
of votes for Judge at the next proceeding election
shall act as an inspector in his place, and in case
the person elected as Judge shall not attend, then
the Inspector who shall have received the highest
number of votes shall appoint a Judge in his place,
and if any vacancy shall continue in the board for
the space of an hour after the time fixed by law for
the opening of the election, the qualified voters of
the township, ward or district, for which such offi
cers shall have been elected, present at the place
of election, shall elect one of their number to fill
such vacancy.
The Judges are to make their returns for the
county of Lancaster, at the Court House, in the city
of Lancaster, on FRIDAY, the 12th day of OCTO
BER, A. D., 1849, at 10 o'clock A. M.

Aseemby, approved the 27th day of February, A.D.
1849, are published for the information of the elec
tors of Lancaster county, viz:
Sec 1. Be it enacted, &c., That it shall he law
ful for the qualified voters' of the coonties of Adams,
Dauphin, Lancaster, York, Franklin, Cumberland,
Bradford, Centre, Greene and Erie, from and after
the passage of this Act, to vote for all the candida
tes for the varfous offices to be filled at any election
on one slip or ticket; Provided, The office for
which every candidate is voted for shall be desig
nated, as required by the existing laws of this Com
monwealth.

Sec. 2. That any fraud committed by any person
voting in the manner above described, shall be
punished by existing laws of this Commonwealth. -
