The ew Yerk Tribune, which Is
generally regarded as giving voice te the

strengthening of the llulifax defeuses
was intended te have any effect upon
ihe seal fishery negotiations it could net
fall te lessen the chances of the Cana

Naval demonstrations uiny help along
negotiations with European powers as
they recently did with Portugal, but if
Americans understand that the presence
of the British fleet has any such mean
ing it will be very bad for Jehn Bull.
There bccms te le seme danger that this

Ottawa represent the Canadians in a
very touchy frame of mind ever the In

that the wholeof the present taugle in
the negotiations Is due te a conspiracy of
the North American Commercial com
pany, which has in some way influenced
President Harrison's administration te
a change of position in the dispute.
They object te the dispatch of the rev

There are se many conflicting storks

Dr. Ludlow has glven lis a truly fine his

oveu great historians have assigned te hltn

most romantic j but few, if any, writers of
fiction bosldes Dr. Ludlow have taken ad ad

and yet there is plenty of material there Ter
the pen of genius, either In prose or poetry.
Tlie book Is evidently the work of a close
student and observer ns welt as of a ge

among which the story IsUld Is tee vividly

the books are numereus, each wins an
individual place in the mind of the reader.
A llttle boy, Michael by name, is captured

In u few years Michael lias outstripped
