river bed se that the levees might
be dispensed with. Such a re
sult If it can be had Is certainly one de
veutly te be hoped for. It would put
the river In a bed deep enough te carry
e(T Its floods and within natural banks
that cannot be broken through. There
is urgent need that the engineering
science of the country shall settle the
question of the proper plan nnd for Con
gress te appropriate the money te exe
cute it.
