attack upon New Yerk, but they failed
te explain hew they would go about the
resistance.
It must always be remembered in con
sidering this matter that the additions
te the navy are net only in preparation
for war or for the aversion of war by Im
pressing a sense of our power upon
ether nations, but that a iiavy is of in
calculable advantage lu diplomacy. It
makes little difference that we are a
powerful nation, and that we might In
tbe end ovcrcemo any combination, for
the queslieu of going te war is net often
determined with forethought, and our
very sense of power gives us a boldness
which ether nations, seeing our vul
nerable coast, might be tempted
te rcbuke. It can be said with
no exaggeration thut if we had had a
strong navy the Bamean dispute would
never have rcaobed its dangerous pha&,
and tbe mackerel and seal fishery
troubles would have been settled long
age. The strong navy of France Is new
driving the English te a settlement of
the Newfoundland dispute by quietly
pushing the treaty rights and se Inciting
the Kowfeundlers te demand attention.

as a feature cautioning Congress te mere
couslderate legislation concerning the

but one of respectable strength, and te

steamer, Ilnndy Hey. the largest vessel
controlled by the Hay Steamer com
pany, which runs between East Hagltmw
and Hay City, was going down the rlver
from Ksst Bssinaw she was run into the
east end of the Flint aud l'ere Marquet
railroad bridge. Khe was traveling nt the
rate of about ilileen miles an hour and the
bridge, which Is qulte low at that point.

seriously hurt, among them being J. W.

The Injured wero all taken te a hospital in
East Saginaw. Thus far no bodies have
been recovered. In all thore ure about

may have been killed or drowued. The
steamer caught lire, but the Humes did net

The accldent Is supposed te have bcen
caused by the carolessncts of the captain of
the vossel, C'aptalu Donaldsen, who reached
shore safely and made bis escape. It Is
thought that he wss intoxicated, and war
rants have been Issued Ter his arrest.
Edward Trump, the pilot, aud Geerge
Ltttle, the engineer of tne stonmer, were
arrested and placed iu jail. Ileth of the
