The Knit of Tarty Laadm.
The Republican majority lu the Heuse.
haa clung solidly together in execution
of th party purpoae te hamper the
minority with the restrictions of their
revised et of rules. These rulca intro intre intro
duea great changes into the practice
1 which has prevailed in the Houue since
the existence of the country, tuelr t9n"
dency and purpose being te exact the
power of the majority at the cost of the
- minority ; the practical result being that
the speaker of the Heuse will become Its
rules. It has been a marked feature of
the Heuse administration that the
speaker was the IIeusvnd this cendl-
"-liatt. will begwelly intensified under
the neWrufes.
The speaker will control the majority,
and it is doubtful whether its members
are net mere subjected te his power than
is the minority. The present speaker
has shown his readiness te use nil the
power that he can seize; and thore is a
question as te whether nt the end of this
Congress anything will be seen in the
Republican party save its speaker.
Quite possibly he will wreck the concern
and nothing will be left of It or him ; but
whatever survives, the skipper will Iks
aboard of. Any harm that comes from
these rules will net be te the Democratic
party. It Is the ceuutry thnt will suder
and the Republican pnrty Anally,
as the cause of Its Injur'. Te emasculate
the strength of the minority in the
Heuse is simply te relieve thcDcmecratlc
party of responsibility.
The lessen of this action lu the Hen se
seems te be that the Republican party
at leant has come mere than ever under
the domination of Its leaders. It is
known that their new rules de net meet
the approval of many Republican mem
bers, who de net think it wlse te intro
duce changes in an administration of
legislative business that has existed for
a hundred years and that carried us
through the exciting scenes of the civil
war. But their opinion of the party
. exigency has controlled their votes
against thelrjudgmeut.
Party unity has destroyed the inde
pendent Judgmeut of its representatives.
Probably, we may understand that this
is the tendency of the times and that it
affects both parties. The case of Ohie,
5 where the Republican lieutenant gov
ernor has been unseated by the Demo
cratic Senate, ami where a new Con
gressional apportionment is te be made
that will give the Democratic party that
preponderance of representatives in Con
gress that has hitherto been held by
the Republicans, may be cited te prove
that Democrats arc as ready as Republi
cans te take all the advantage possible
of their power. And maybe there is
truth In this. But it is nt least te be
said that the Democratic party has never
shown se unmistakably as the Republi
can party new hesits Inclination te over
ride law and procedence te serve itself.
It simply fellows in the wake of its op
ponents when it gerrymanders ; they
nave done it before. It is retaliation ;
and doubtless there may be retaliation
hereafter in the mntter of the rules.
Paradoxes ht Will.
The will of Mr. Wilcox, of Flltsleu,
elsewhcre noted, disinherits his grand
children if they de net vete the Demo
cratic ticket, or marry Democrats. Con
sider the sort of politics we should have
if this idea should be generally followed
in the making of wills. "Whether the
conditions of the bequest were accepted
or neglected by the heirs, the cUVct
would be equally disastrous, for iu the
former case the country would be prac
tically ruled by dead men, the voters
casting their ballets according te the
convictions of the late will-makers ; if
they found that their own convictions
did net agreewith the deceased and had
the manliness te vote another ticket,
their inheritance would nt ouce go te
the assistance of the party they opposed.
It might therefore lie their duty te vete
against their convictions in order that
the party that they voted with might
net profit by acquiring property of
mere value than their votes. Ceuslder
also the embarrassment of the grand
daughters who could only safely marry
sv dying msn, as otherwise the husband
would always imperil the fertuue by
the possibility of changing his politics.
The complications in political and social
economy that might arlse from an
arrangement of this kind are quite ap
palling. A young woman of Democratic
principles might be obliged te cxplalu
te her lever that she would uever marry
man se mean as te sacrifice his pelltl-
cal convictions for money, but that she
would expect him te vete the Democratic
ticket te his dying day iu order that the
Democrats, whom be opposed but she
favored, might net have the benefit of
the property that would accrue te them
If her husband should vote the Re
publican tlckdt according te his couvlo ceuvlo couvle
tions. The eemnllrntlnns nf iu i,iin

Dealing; With Tramps.
Complaints of the doings of tramps
conie ;a month earlier than usual this
year by reason of the spring-like
weather, but se fur the growls have net
been in Lancaster county. Carlisle Is agi
tated ever the remarks of Judge Sadler
te the grand Jury urging an enlarge
ment of the Jail, se that the vagrants
might be separated and saved from the
effect of immediate contact with hard
ened criminals. He very forcibly
argues that serious harm must result
from this crowding of the jails and
that it should be avoided at any cost,
but the commissioners are Indignant
and have mera pity for the " tax ridden
people," aa they are pleased te call their
fellew-cltlzcns. In treating this ques
tion, which is of state and national
Importance, the most economical
policy will of course be the most
popular, as no ene wants te spend
much en tramps, but it is well
te consider that a plan which may seem
extravagant in Immediate outlay may
be by far the cheapest In the end. If a
crowded Jail is as, the judge says, " a
gymnasium where the innocent, or these
barely tainted are trained te perform the
most criminal feats, " it is evident thnt
the Anal cost of protecting the commu
nity against the graduates of this gym
nasium will be far greater than the
most costly system of separate treatment
that could be devised. ItJs better for
the people te be tax-ridden than crime
ridden, and while we cannot buy geed
citizens with cash we can through lib
eral and wise prison management lessen
the tendencies te evil.
The ene great barrier te all improve
ment In this line is political connection
with prison affairs. As long as citizens
will carry their political prejudices te
the polls when voting en questions nnd
for office that have nothing te de witli
national or state issues, he long will
rings and unscrupulous schemers mis mis
mange everything.
An admiral of the Chilian navy, who Is

has anything that will at nil compare with
our naval academy and he will recommend
an initiation of It In Chill. JIe reve nn

that gives causa for happiness that there Is
no apparent danger of a quarrel with her.
The admiral says: "We new have in com
mission th r 00 ironclads, tin co steel crulsers
and four sleeps-of-war. All have tnodern
equipments und tralned crews. Within
two yeara we will probably have the host
Heet in Seuth America. We harn contracts

new Ironclads, four steel crulsers, three
gunboats and several torpode beats."
Against Chill's ten ships we could new
muster only eight and a torpedo beat. One
of these Is only a dispatch beat and none
of thorn are of the class of ironclads. In
two years Chill expects te have, according
te the admiral, twenty-four medern ships
and aoveral torpedo beats. By that time,
if the ships that wero reported In construc
tion for the United States iu November last
are allfinlshed and In commission, we will
have twenty-six tnodern ships, seveuteen
of them being crulNeis. This does net in-cludo-the

Include the five new monitors, se long

Hew fast does a bullet travel? H it Is
In proper guano for traveling, Cel. Flag
ler and his nlficers say It ought te go ut u
rate or I, '.75 rcet a second upon leavuig the
rlile.
This matter or speed Is cry lmiertant,
and ir a cartridge is 5 or 10 reet tee fast or
tee slew-, the quantity or peu der must be
changed. This matter of speed is tested In
a very interesting way.
At the northern end of the arsenal
grounds Is a long wooden shed, in which
a dlitance or 100 feet has been carefully
marked oil, says the Philadelphia Jtecerd.
At either end of this space Is a stand bonie benie
thlng like a target, with a large circular
opening where the bull's-eye would be.
Acress each opening is stretched a mall
electric wire connected with u delicate in
strument in another room.
The rifle from w hlch the firing Is done Is
se aimsxl that the bullet which files from
It cuts both wires. Obviously the differ
ence In tlme between the cutting of the first
and of the second wlre will mark the speed
of the bullet through 100 feet.
The measurement of this brief space nf
tlme Is dene by aa Instrument of French
Invonllen called the Beulinge chrono
graph. When the first wire is cnt an elec
trical circuit Is broken, and a red which
Issusponded from a magnet falls a short
distance, touching In It descent a point
which makes a mark en its side.
The breaking of a second wlre lets drop
a second smaller red In the sanie way.
By means of the dllTorence in the marks
en the reds It Is possible te estimate the
dlfiorence In the tlme of their fulling, and
from this the snood of the bullet per
secend. Thore Is a prevision for detecting
any error, and nearly abselute accuracy Is
seen red.
If it Is found that a bullet has traveled
tee fast or tee slew that means that there
Is tee much or loe little pewder In the
charge, that the compression Is wrong or
that the conditions are unfavorable.
The charge of powder varies from 05 te
CO grains, and Is varied by as little as a
tenth of n grain te sccure Just the right
speed. The compression may also have te
be changed.
These tests of spoed are made through
out the day, eight cartridges being flxed
at a tlme, and If any errer is detocted the
necessary cnange is maue at ence.
If It is found that the speed la all right,
tnen tee accuracy or thobulleta in bitting
an object must be determined. Fer this
nurnese thev are fired ever a bOO-vard
ran go at a twelvo-foet square target near
the river bank.
By an Ingonleus device, by which the
aid of photography is called In, the ex
act striking point or oaeh bullet Is rapidly
noted, and the goneral average of accuracy
is afterward ascertained.
Accuracy Is, of cenrse, absolutely esson essen
Hal In warfare, and the greatest earn Is
taken te soe that each bullet will go straight
te the mark ir the rlile Is preperly aimed.
