rule or custom which could net lie
changed by the decision of a speaker at
this late day ; and which could only
properly be altered by the action of tbe
Heuse deliberately taken in the usual
manner upon the consideration of the
report of n committee.
In the Issue which has benti framed
between the two parties in the Heuse,
and which will go before the country
for its decision, we de net consider that
the merit of the abstract question of the
constitution of a quorum is the point in
question ; but that the issue is as te
whether the speaker of the Heuse may
change at his discretion its uniform
practice and establish a new rule for its
conduct.
It it evident that the new mode of
counting & quorum has net been estab
lished by the voice of a majority of the
Heuse ; it was stated by the speaker, ap-

down this rule : " When elections are
close, the course of a.politieal party is
inversely as the character of Its mem
bers." HI argument ,ls in substance

who are ruled by the necessity of gain
ing or saving doubtful votes. There are
voters who may be wen, and ethers who
may be lest, and the opinions of these
two classes reoelve the attention of the
leaders, while the 'steadfast voter, of
whose allegiance they are certain In all
emergencies, receives little attention.
A party strong In the allegiance of the
worst elements of society, and needing
only a few thousand of the best te se
cure the victory, will nominate men and
adept principles calculated te tempt the
needed votes. A party assured of the
allegiance of the great mass of geed cit
izens, and jeteJnlDg vicious and mercc
naxyCamp followers, will be guided te
"suit this vicious element, and " the tail
will wag the deg." Mr. Bacen applies
these point te the Democratic and Re
publican parties in the North and Seuth,
and makes his argument by assuming
that the Republican party Is, en the
whole, made up of the best elements of
society In the North, while In the Seuth
the reverse Is the case. Granting, for
the Bake of argument, that he Is right,
we find the best element of the North
arrayed against the best of the Seuth,
and they cannot both be guided by the
same bad clement, or wu would find the
nation going headlong te ruin because :

Mr. Bacen fails entirely te take into
consideration the bearing of the rnoe
problem en this matter. The Demo

tion te submit te unworthy leadership
se as te gain a few votes. Se the race
question has its benefits as well a pcrlU,
and the Democratic party guards the
nation from ruin by the went clement
of the Republican party, upheld, accord
ing te Mr. Bacen, by the best elements
of Northern society. But It in net tme
that throughout tbe North there is any
juch division of Heclcty en party lines,
and every fair man knows it. The
Democratic parly, by traditions and
teachings, Is the parly of tbe peer man
and also commands the allegiance of a
large, If net overwhelming, proportion
of tbe thinkers. It can net claim the
wculth that gives victory aud power te
Blalue, AVauamakcr and Quay, but it
docs appeal te the solid worth of the
pesple te save the nation from them.
