Fire Managenent.
There are many peeple who can never
watch a fire without explaining te
every one hew very badly the fitcmen
arc righting it. The Individual gallantry
and energy of the firemen usually saves
them from blame even by the most
captious critic, but the officers who
direct them have te suiTer, nnd It is
probable that if the devil himself, with
all his experience in conflagrations,
should take charge of a city fire depart
ment he would be told that he knew
nothing about fires. We publish
te-day the opinion or a man who
travels, nnd therefore justly thinks
he ought te knew something and may
be quite correct In Ills faith. This
gentleman's growl against our fire de
partment will no doubt win many
endorsements from firemen of the old
volunteers, mid geed citizens who
watched the struggle may heartily agree

lie a great benefit le the city, of course ;
but If councils realize that these simple
street railways that new carry passen

they can understand that the bargain
they are making with them for

and should be carefully guarded in the
city's Interest.
It should leave the city proper power
te niter and amend it ; it should give
