with unquestioning faith the statements
of promoters of new projects, and in all
cases It is right te consider well before
acting. The decision of councils may net
turn out In this case te have been wrong,
but they have certainly net acted with
due deliberation ; and If they have net
made a mistake they will have mere
. reason te bless their luck Ihnn their wis
dom. Frem what we have understood of
this meter system we are inclined te the
opinion that It is a geed ene ; but It Is
net clear that the overhead suspension
of the electrle wires is a necessity nnd
that this objectienablo feature of the
system would net be obviated at a rea
sonable cost te the proprietors. As te
this matter councils should have con
sidered further. And they also should
have considered whether they might
net have secured seme special con
cessions te the city for the
privileges Ihey were asked for. JThey
might have secured, for instance,
the abolition of the turn-outs, by requir
ing a return line for the cars te be laid
en a different street from the outgoing
line, and they might ha ve obtained a
car tax or ether value for the grant of
the prlvllege of using a cheaper meter
than horses.
Possibly the councils thought that
sufficient advantages accrued te the city
in the mere frequent running of the cars
that is premised ; but we de net
see that they made this addi
tional accommodation a stipulation
of their grant; which nppears te have
been made without qualification. Ner
d3 they seem te have been advised even
as te the parties who were getting the
privileges from them, and as te who
the meu are, who, under the deal with
the car companies, remain in the
ownership and control of the corpo
rations. A little mere light en this
matter would have been desirable.
And considerably mere consideration
would have been becoming. It need
net have been taken for granted that n
barn that was satisfactory te the car
compiles was a geed thing for (he
city te agree te off-hand.
Ve de net knew that councils jumped
wrong In their grunt, but clearly they
jumped In n big hurry.
The Gymnasium.
The movement for a gymnasium took
splendid start lest evening nnd n great
deal is said about It in the news columns,
but, as the bard of Aven has It, "The
thing dene avails nnd net what's said
about it." if the enthusiasm aud vim
of the first rush towards this worthy
goal is net kept up by persistent agita
tion the fair premiso of te-day mny net
be easily fulfilled. Our thrifty men of
business and affairs must be brought te
consider the far reaching results that
may flew from this easy enterprise. The
feet ball team and the college athletes,
net only advertise the college, but also
the town. They may make It widely
known as a pleasant and healthful city
of homes, where nature gives health aud
plenty and a venerable institution of
learning exercises a social influeuce te
wards refinement and culture. The
"gym," as the students call It, should be
presented te the college as a token of the
city's appreciation of the work of that
institution and as a menus of further
developing its usefulness aud its value
te the city.
Judge Brewer.
The president has made an excellent
selection for the supreme bench in pro
moting te it Judge David J. Brewer, of
the Kansas circuit. It is somewhat
remarkable that Judge Brown, of the
Michigan court, who has been named us
a prebable selection for the place, and
who- would also have been a very
creditable one, was a classmate
of Judge Brewer, at Yale college,
where they graduated in 1830. The plan
of filling the supreme bench from the
best material in the circuit and district
courts is a very geed one, as It is well
that a judge should be tried en the lower
bench before promotion te the higher ;
and it furthermore stimulates the Judges
below by holding out the prize of an
honorable ambition.
Judge Brewer has gained a high repu-
tatlen en the bench, and has shown
' that no mistake could be made in put
ting him Inte the highest trlbuual In the
country, which he has the vigor of
years and of mind te adorn.
