We are convinced that Senater Far
well misreads the constitution and mis
construes his senatorial duty, which we
find simply te lie te act with his sena
torial Associates in giving their ndvice
nnd consent te the president. We regard
the duty of making selections te fill the
federal offices an imposed in the first in
stance entirely upon the president, the
Senate's end of, the business coming
when these selections nre communicated
te it and lis advice as te their confirma
tion is asked for and its consent
sought.- It Is" then the senator's
constitutional duty te advise the
president of any objections he may have
and te withheld his consent te confir
mation if he has reason te de se. Aud
in our Judgment it would be n great Im
provement in the prnotlee if the presi
dent should refuse te permit a senator
te ndvlse him as te his selections for
office before the tlme comes when it Is
made the duty of the Senate te pass
upon the sclectlbns. The contrary prac
tice has introduced gross abuses into the
business of appointment ; and, as we see
it, has caused the senator te think that
the president is but his Instrument In
making them. It has filled the Senate
with politicians instead of statesmen. It
has taken from the body Its true charac
ter as the depositary of the country's
highest statesmanship, nnd has tended
te make it instead a centre of political
iutrlgtlc and a sty of political hogs.
