We used te think that Pennsylvania
was quite free from the possibility of
his dominion, until a few years age, in
a neighboring county, he suddenly took
his seat ; and no one was ever pun
ished afterward by the law for the out

hands at Johnstown. The fact that a few
thieves and ether barbarians have ltcen
strung up for their misdeeds ha created
neither sensation nor pretest, and un
doubtedly the dominant feeling is that
they were served right ; this feeling,
however, being founded upon the tales
of the reporters about lingers being
found in the Huns' pockets, cut off for
their rings. It Is interesting te note in
this connection that a lending nmn of
their nationality has visited Johnstown
te inquire Inte the-e rhnrges agu!ut hit
people, and that he reports that the
llnger-cuttlug stories were made up out
of the whole cloth by the reporters ; and
we de net believe thut this is beyond
them. We have declined, for some days
new, te believe auy remarkable tale com
ing from Johnstown, upon which a horde
of reporters is sitting, who nre IkhhhI
daily te send an interesting letter out of
exhausted materials. The enterpris

have been accepted with nonchalance,
but the practical operation of martial
law also seems te excite no surprise or
criticism. In honest truth, however,
we think it should. General Jacksen
get into the hands of the law at
New Orleans, in a greater emergency
and from less provocation perhaps than
General Hastings has given. Jacksen
was held by the community te be right

We understand that the military occu eccu occu

mand of it. Hut Iho sherlll-s uutherlty
ti preserve the peace is extraordinarily
stretched la putting nVonlen of bayonets
around Johnstown, and forbidding the
entrance into it of anyone who does net
have a pass signed by some ether self
constituted authority; and it is a danger
ous power for sherliF te have. It may
work well enough this time ; but next
time net se well. There should Ih
a court In session iu Johnstown, under
Whose Influence the sheriirs authority
should be exercised. It Is a place and a
time where and when the law should be
supreme. We de net believe lu emer
gencies when the law is slleut in a
civilized state. The greater the emer
gency the greater the need of the luw,
With a court at hand and a shcrilt' sup
plied with an abuudauce of deputies, the
law can be made te work te protect the
community and te preserve the jeaee,
while avoiding undue interference with
personal liberty.
The Habit or Hill.
Gov. Hill has vetoed the high license
bill passed by the New Yerk legislature,
in a long opinion, which we de net take
time te read, save te note the severely
denunciatory language he Uhes and the
fact that he says that he favors high
license but objects te tlie details of the
ILaMcu proposes te beeure its benefits.

All this may le se ; uud if the bill is se
defective.clearly it ought net te be made
a law. But we tire hardly content te
accept Governer Hill's Judgment en
this point, kuewiug that he wits elected
by the liquor Interest, aud furthermore
observing that he has a habit of favoring
reforms in his words but falling iu his
deed. He favored the Australian voting
system but vetoed the bill passed te to te
cure Itjjust as he new favors high license
and vetoes the high license bill.
Ne doubt the New Yerk Legislature
deserves all the denunciation that the
governor bestows upon it, for it was a
verybad-let. It Is quite unusual for u

Where It i'elnt.
The Crenln Inquiry at Chicago, though
net showing the particular slayers,
a-Ji r. points te the enemies of the victim In

these is a lawyer of high standing and

and the devil, and a mighty mean man
altogether.
Danger Ahead.
A week has passed since the Jehns
town flood, and estimates of the less arc
yet only wild guesses, which might be
as reliable If applied te the deaths that
may yet result from the disaster through
pestilence and ethcrcauscs. Johnstown
Itself has beeu pretty well cleansed by
the rush of waters, but the natural sen
timent of the survivors blocks the sani
tary measures for the disposal of the hu
man remains hidden underneath the
wreckage. The perfect safety of the liv
ing urges stern measures, but it is hard
te be stern with ieeple who have suffer
ed se terribly, and the cool weather en
courages hope that the dreaded sickness
may lie averted by ether measures.
Among these the depopulation of the val
ley is suggested by tlie doctors. All but the
men at work Hheuld be asked te leave It
at once, and the place should be entirely
deserted as seen as possible.
The greatest danger of sickness Is net
along the Couemuugh, however, but In
the many towns and villages en both
sides of the mountains where the reced
ing waters have left masses of mud and
filth. The work of cleaning must be
very slew, and meanwhile the great acres
of soaked low lands arc gradually drying
off. We may expect te read a greatdcal
about pneumonia before long, and
though the first nlerm comes from
Johnstown with n hundred cases, (hat
lusldleus enemy is doubtless lurking
along all the Heeded valleys. The Cotie Cetie

Mr. William Hemy Smith, general man man
ager of the Associated Press, who wus en

mountains. Tlie passengers who survive
are anxious te inake the acquaintance of
that conductor. They certainly neither
saw him nor heaid him. On Trlduy his

passengers reached the mountain Mdu they

striking contrast te the neglect of duty of

bravery and dvvotleu were conspicuous.
