U g, tee report say a :
The finance cemmtttea of the Senate
very properly oharaeterlze the difference
bet eoe tee Heuse and Senate bills as fan
damentaL. The Heuaa bill was framed
upon tba principle tbat taxea are burdena
borne by the poepie for tbe necessary sup.
pert of the government ; tbat tbey abeuld
at all times be limited by tbe Juat require
intuts of an honest aed tfUclant ad minis tra
tien ; that In selecting the artlelea upon
whlehdutlea are te be imposed and fixing
tbe rote which each Is te bear, regard
abeuld alwaya ba had te the pecuniary
ability of tne consumers tbat luxuries
and erlielea consumed by the wealthy
abeuld bear a higher rate of duty than the
necessities of lire which are consumed by
the poorer people tbat wbea the existing
rate a of taxation bring te tbe publle treasury
mere revenue tbat la required for an
efficient administration, tbe rates should be
reduced, tbe burdena lightened and tbe
obstructions te commerce and the interfer
ence with the business and employments
of tbe people ahcnld ba removed aa far as
pcailble.
Tbe principle upon which tbe Senate
substitute li frsmed la tbaldutlea are levied
primarily te raise revenue for certain
favored clauses el eltlaens, and Incidentally
ter revonue for the government; that la
Imposing duties Gongresa should select
such articles aa will bring the largest
revenue te the faveted classea while they
bring te tbe government tbe amount re
quired for annual expnndlture; that when
existing rat: a are bringing a surplus revenue
te tba government tbe exeesa sueuld nrat
ba expended and new cbannela of appro
priation aheuld be found and reduction
poaipencd hs long as possible, and when It
must ba made It should be en these articled
that bring tbe least amount of revenun te
the poeketa of the favored e asses, and at tha
asme time make tbe largest red uctlen In tie
surptua revenue cf tbe government,"
It la for this reason, ssys tbe report, tbat
the finanoe committee bss reduced the
duties en sugar, as It assert, 127,760,763,
-and It argues tbat nine-tentha of this tax
geea Inte tbe treasury and tbe remainder
Inte tbe pcekcts of tbe sugar ewnera.
In tbe case of wool, cotton, iron and ateel
It la argued that Ihn taxea bring te the
government 102,000,000 nd te the pockets
of tbe manufacturers 500,000,000, because
nine-lentbs of the manufactures are pro pre
dosed at home.
Referring te the Sonate finance commit
tee, tbe report mjs:
They no longer oeutend, as in former

order that tbe heme market ahall be kept
for tbe borne producer, where tbey may
oerublno and sill te tbe home consumer at
prlees a high as tbe traffic will bear. And
tbla tbey ate pleased te call protection te
American industry. Tbe lcduttry tbey are
protteting is tbe laduttry of robbing tbe
tax-payers, limiting production, locking
out, discharging and starving labor.
Tne policy of tbe party represented by
tbe finance commlttee is a pelluy of restric
tion, net only sgalnBt importations et pro
ducts, tut restriction sgstnst tbe distribu
tion of wealth among the insists, by per
mitting them te buy where they can buy
cheaptat and sell where tbey can sell high
eat It is a restriction egslnat tbe employ,
ment et labor, a restriction agalnat demand
ter employment end better wages. It la
contended by tbem that II we exelude for
eign Imports our own manufacturers and
thtlr workmen will supply them and that
will give employment te our own people."
Tbe report then adduces figures and
statistics el tbe opsratlens of tbe tariff law
