The elaborate explanation of the

certainty right, there does net seem te bs
any sufficient occasion for repudiating
them with any fervor. The Samoans
were right, according te Sherman's posi
tion, In resisting the German aggression.
It fellows that Klein was right in help
ing them. And as we have engaged our
friendly eOlces te the Samoans, we per
haps ought te bs grateful te private citi
zen Klein for performing our national
duty.

has violated an agreement te respect
Samoan autonomy and has continued her
encroachments, but unless we Intend te
abandon our position of neutrality we can
de nothing mere for the Samoans. It is
a brief and simple question are we ready
te tell Germany thai we will In
sist upon the independence of Samoa V
Germany has treated our pretests and
goea efllccs with profound contempt
because of our position of harmless
neutrality and because she be
lieved that we certainly would net
fight about matters se trilling sb
these PaciQc lriands.
We de net want te fight, but
we must thew a manly readiness
te de se if we expect our "friendly
efllcea" in the future te have any
value whatever. Uncle Sam is like
n great big boy among the nations, andi
he don't want te be guyed and made a
feel et he must show spirit. Otherwise
he will be steadily Imposed upon. It will
be necessary for us te assume a Arm stand
in order te establish the diplomatic value
of our national pswer, and in that case
Germany will back down gracefully,
because she can de nothing else.
The excitement ever Samoa is pretty
well worked off, and the matter will be
treated calmly In splte of a few hysterical
shrieks that may be expected from Sen Sen
aeor Frje. The people are none the less
determined te sustain the government In
any measures necessary te held up our
end of the controversy ,and the news from
france may help Bismarck te see things
in a better light. Perhaps Beuianger's
success does net bring the French re
venge any nearer, but all Germany will
persist in thluklug se, and there
will probably be shown a disposi
tion te accept as sincere the
chancellor's recent assurances of his per
sonal disapproval of the' colonial policy
and te yield te his judgment. As Vis Vis
merck has net been in the habit of yield
ing te public clamor save when he felt
like it, and as he is a heavy stockholder
in several et the colonial companies, his
enemies venture te doubt the sincerity of
his recent pretests of disapproval et the
colonial policy of Germany. It is also
very doubtful whether English public
opinion will sanction the long contin
uance et the understanding with Ger
many ever Samoa. Certainly net If the
Liberals continue te repeat their recent
electoral successes.
