There are about 1W0 delegates In at at taudanee, and among them are many gran gers of prominent. The reception of credentials and tbe gen eral work ef e.'gantcatlnn was followed by tbe annnal address of Leenard Rhene, of Centre, who baa been master of tbe State Orange for the past twelve years. Mr. Rbene suggested tbe establishment of lira inaurance and building ataoot ataeot ataoet allons. He said that care should be taken tbat interested capital does net seek the repeal of the oleomargarine law, and aald a law prohibiting tbe Im portation ef diseased dressed meats in refrigerators Inte our markets and aeld In competition with our freab, whole some meats would be right and pieper for tneneaitnei tne oensumer ana protection of enr producers. Tne order, he said, should insist npen tne submission or tne proposed amendment te tbe constitution submitting tbe question of prohibition te a direct vote of tte people. Speaking of tbe taxation subject, he said there are gross inequalities In tbe lawa of our atate wbtch Impose un just burdens npen tbe agricultural elass Mere than $5,000,000," he Mid, "are annu ally extorted from us In exceas et what Is our Just and equitable proportion of tbe public burden " Tela inj u9tlef, M r. Rbene claims, la largely attributable te tbe policy pursued by tbe atate et dividing tte subject of taxation Inte two classes : First Corporate and personal property te be taxed oxeinalvel; ter state purposes, Heoend. Real eatate te be taxed exclu sively for tbe malntensnce of township, borough, county and municipal support. Were tbe relative value of these two classes of property equal, and tbe amount of reve nue te be raised proportionately tqual, there would be no Injustice, but, when we appeal te thestatlatlca and find tbat corporation and personal property are about equal te real eatate, 1,000,000.000, the injustice beoemes glaringly transparent; tbe first class Is taxed 17,000,000 for state purposes, soeond elass 133,000,000 for tewnsblp, borough county and munlelpal support. Then there Is tbe farther Injustice under exist ing laws thnt there is a large amount of property exsmpt from all taxation, te Wit, such aa building and lean associations, manufacturing establishments, bends held by corporations, etc. Mr. Rhene concluded by suggesting tbat the grange demand an equitable revenue law at tbe next Becstonef the Legislature, and says tbe law la regard te tbe statistical Information of tbe commonwealth should be revised. At the night session, J, O. McSparran, of Laneaster county, overseer'ef the State Grange, In bis annual report discussed tbe question of mil-discrimination and tariff reform and lectured the grangers for tbelr adherence te party, although their Interests msy be In another direction. A notable lnstanea of the truth of this orltielsm waa tbelr failure te auppert a candidate for governor wbe atoed en an outright antl discrimination platform. As te tbe tariff question, be Bald the past cam paign did nut settle It; the preasnt lawa discriminated against tbe agriculturists. Tne home market theory was denouneed aa a fallacy and a fraud. Aa snowing tbat farmers were net prospering under present lawa he presented statistics te show the value of agricultural land waa gradually decreasing. JUDtlf. COOL.KVS EFFEOTIVE UEDUKE.
