Berger, Heine, Leng, Remley, Riddle, Sebnm, Btermfellx, Wlee and Kvane, president The minutes et the November meeting were reed and sppteved. Mr. Riddle preeented the report of the atreet oemmlttee for the month. The matters of Interest In the report, Ue difficulty with the Lltlta Turnpike com pany, the ereotlen of ballding ter the eteregn of the reed roller, ie , petition for turnout for the Weet End atreet railway, have been noted In the Ihtxlliokhebr. Mr. Ramley offered a resolution author izing the atreet oemmlttee te con tract for the ereotlen of a building for the eterage of the read roller, eeraper and extra fire engine, at a coat net te exceed 9800, the payment of the eame te be made from the contingent fend. In support of the reeolntlen Mr. Remley aald aueh a building wai a neeeeally and the Intention wae te ereet It en the let In the rear of engine house Ne. 4. Mr. Riddle oppeeed the reeolntlen en the ground that the building was net necessary. A ehed oestlng net mere then 9175 oenld be built wbleh wenld anawer the purpose. The reeolntlen was detested by the fol lowing vote : Messrs. Remley, Btermfella and Wise voted aye, and Messrs. Berger, Leng, Riddle, Behnm and Evans, voted no. AB3UT THE LITITZ TDBHFIKI, After the report et the street oemmlttee aatethe prepositions made by the liltlls turnpike oempany was read, Mr. Reynolds was given permission te make a statement. He aald the turnpike company bad made two prepositions, one te aell that portion of the pike In the elty ter $1,600, and tbe seoend te pay 9100 par yesr le the elty te keep tbst part et the turnpike In order. He did net think it pca-lble te keep the pike In order If there was a di vided responsibility. The 9100 offered by the oempany he considered a very liberal appropriation, as it wenld net require half that sum te keep the street In order after It was enes put In that condition. The tearing up et North Dnke atreet te lay the sewer and the building of the atreet railway had left that atreet In an almost Impassible condition. The charter of the turnpike oempany requires that only 21 feet of the street mnat be kept In order by It. The oempany he represented waa pre pared te enter Inte an agreement te fulfill the oenditlona of whlehever preposition might be adopted by council. THE COMMITTEE'S STATEMENT, Mr. Riddle stated that In addition te the prepositions made by the oempany there was a third one. It waa that the oempany would send te the atreet oemmlttee a description et that part of the turnpike it wenld keep In repair, bnt that description never turned up. As te the first proposi preposi tion the committee did net think It polley te pay 91,600 ter a pleee of turnpike whleh most eventually come te the elty, for the time leoemlng when turnpikes will be free. The New Helland and Mt. Jey, Elizabeth town and Mlddletewn companies have abandoned the parts of tbelr turnpikes in the city limits snd a third turnpike will In a few weeks. It la net fair te pay f 1,600 te this turnpike for what ethers gave gratis, There Is one etber plan and that la te have that part of the turnpike In the elty con demned as directed by the act et assembly. ir tble turnpike company Is se anxious te be remunerated for their reid It should have It condemned. If 9100 Is accepted by the city from the turnpike oempany, It Is an acknowledge ment that the elty recegnises certain rights of this turnpike In the elty. The amount offered annually te keep the turnpike In repair Is very small. It will cost 11,000 and prebibly 12,000 te put the turnpike In order. If thla 9100 la accepted the company can demand that the street be put In perfect order. Turnpikes hsve te go sooner or later and the sooner the better, Mr. Reynolds replied that It would be a long time before turnpikes were sbandened nnder the set et 1887, especially when It la generally understood that after condemna tion the reads are te be kept up by the township, as country reads. Mr. Riddle aald that his remarks were Intended te applying te parta of turnpikes In the city limits. THE PROPOSITION REJECTED, Mr. LeDg said he waa oppctsed te all the prepositions submitted by the turnpike oempany. The payment te them of 11,500 for their read or the acceptance of 9100 te keep the pike In order would be establish ing a bad precedent, Mr. Reynolds stated that tbe liltlls oom eom oem pany would ask as a special favor that defi nite aetlDn be taken by couaellson tbe company's prepositions. Mr. Berger moved that both prepositions be rejected and tbe motion was adopted by a unanimous vote. Select oeancll erdlnanse Ne, 10, appro priating 9543 27 te pay for the building of the North Queen atreet sew6r was read a seoend and third time and adopted by a unanimous vote. The following Is a correct copy et the iffl. Vit: Before mr, a notary publle, personally oppeated Joeeph Lubberman, who, being duly sworn according te law, dothdepose snd nay as fellows : During tbe month of August, 1837, 1 waa serving out a sentence in the Eastern pen itentiary, Philadelphia, and became aa quatnled whilst there with Oastavus Cho Che pin After havlntr a short interview a fewdsys sge with Mr. Donegby about tbe Sberpless murder case, during which he asked me whether Que had said anything te me about it, it preyed no heavily en my mind tbat I bad a sleepless night, thinking If I should betray Quu or net. Tbe mere I meditated tbe mere 1 was convinced thst 1 wss doing justice by telling yen tha entire cue as he (Uus) told It te.mc, and knowing tbat an Innocent man Is convicted for this crime, whleh he knows nothing about I myself was onee convicted, as innoeent as a child, and wvnt te prison for it, I knew hew I felt and 1 en Imagine Ibe feelings of that peer soul at Media, se I will tell tbe entire oenverealiun I had with Qua In regard te the case. I was reading te htm about that Railway myaiery, and he f aid, "I don't like te hear tbat" l eald "Why?'' "I will tell you something, Joe, eorne of thcae (leys." I csugbt him oryleg, and Ous satd be had Steeplers nights. Well, 1 made up my mind I would find out wbat was bothering him, S3 by talking te him about tbe Sharp Sharp less ease he told me several things. I made up my mind te pump blm. At times be was ery talkative end at ethers very close mnutbt-d; but en the Sunday before the big balloon aso.mlen In tbe park Out andlwere in tbe hospital yard p telling quoits. They made tee much nulse and tue overseer told uh te atop, se we sat en the table In the yard. Jobu Doveraux.my helper Inthekltehen, was In the cell taking a nap, se 1 said te Que, "De you want a milk pun eh T" and he, Uus, laughed end aald, "Where did you get the whisky T" I made no remark te him, but get a tin cup and made him one. I had at the time a four-ounce bottle full of whisky and two bottles of ale, which I get from tee hospital steward at different times, one ounce of whisky at a time. 1 put all the wbltky In the punch and Ous drsnklt Then 1 thought it a geed time, he was going te tell me long before, snd I was anxious te hear It, soauaeommenoed te be talkative, I gave him one bottle of tbe ale snd 1 drank tbe etber. Then I mentioned about tbe Sbarplets case and gave him my word X would never betray him, se he told all. That Charlie Wilsen asms te him the Wednesday before It took place and aknd him It he weuldtakeahand In a big Jeb and Gus eald, "Yes, I am broke," and 'told Wilsen, "I will de anything for money." Then Wilsen told Qua that Jehn Sbarpless had a great deal et money In tbe house, that tbe Blrl at Bbarplta' told a trlend of his about It, a? tbe first plau was loge and hang the family up for It. HOW THB MUIIDKR WAS COMMITTED, This was Qua' jlin, Lut Wllann eald te Que: "It la better te get (Id Sbarpless out of the way," Toen Wilsen get up the plan about the carriage and prepceed teQus te dlsgulse en nlggeis. They both blackened up and flas put a wlilte handkerchief around bin nook. Qua told Mr. Hbnrpltis tbat be breke his cirrlane and had two ladles In It, and asked ler a pit 00 el rope. Mr. Sharp less put his bat en and lit tbe lamp, and bla wile eald be had belter put oil bis cost Uus said he wss very nerveuH because Mrs. Sbarpless kept looking at blm. "We then," continued. Then Wilsen went through bla pockets." Uus aald be had hardly tbe grit te go back te tbe house, but went and atked where the money was and satd tbe gtrl knew, bnt Ous became frightened and ran out. They then went and set tha neighboring barn en fire, se It Mrs. Sbarpleen would give the alarm they could get away and the people would go te tbe lire. They then went te Wilmington and get a room en Water street, but b&Ing lightened tbey came te Philadelphia seu bad a room en Uhlrd street and Uui get work, but, ss he said, een get tired of It. He then went at odd jobs te keep tbe de'ectivee oil bis track, Tbe reason I knew It was the Sunday betore tbe balloon ascension, Uus and my self were In the yard wbtn It came ever the Penn grounds, and 1 said te Uus, "Hew would you like te be In there V He re plied, " If 1 was In there, Jee, tbey would never get a reps around my neck In Delaware county," I said, "Don't think of soeh nncBeuse." but be ta'd, "I am afraid et Wilsen." He told me never te metitten what be (Out) told up. I would net, but, as I said, an innocent man Is con demned for this crime, and 1 cannot kep my premise wbleh 1 made blm. If there was no person arrested for It 1 would never nave told it and would keep my premise which I made him, aa 1 knew and feel tbat John John Jehn eon Is is Innoeent a an unborn child. Uus' actions wtre enough for me. He came In one morning ter hts bresk fast and looked all tireku up x said, "wuai's up witn you 7" He told me he could net Bleep; as toen as be get tnte a urn he could hear tbese words, "My Ued, don't" and aald "If tbey would only bang tbe nigger 1 would feel safe, but as long as be Is living I will be In het water." "lwlib Wilsen was In ' was another expiwalonbe often made te me. He told me time and again, "I wlahlhad net told yen, Jee." Qua also told me they went te the barn first and put a eandle underneath the basket and lit it, SMWUMtl.n!falttMaW aUe, They then went, be said, te the Sbarpless beuse and after the murder they went baek te Ibe barn, kicked tbe basket ever and ait tbe barn en fire, Charley Wilsen, he said, waa acquainted with a girl In Media, that be knew the Bharplees air), and the Baarp leaa girl told Wilten's girl tbat Sharpies had a big anm of money In the house, 97,000, hid in tbe 11 replace. He aald that before Wilsen found out about the Bharp lees house they were both going te de up the Brooks' snd Aliens', living In Media. "Jehn Bharplees," eald Una, "carried tbe lantern In bla left hand, and 1 often aee blm In my dreams with a lantern In kta hand." He never named any parson bnt Wilsen and himself, and he told me Charley Wilsen waa tbe person that waa with him la the ahee robbery that they get settled ter, and waa new in Media jail; tbat he was afraid be would open bis mouth In regard te the Sbarpless care, and that If they wenld only hang the nigger, he aald.
