Tbe orator began by drawing a comparison be twenn bis own position and that of Leonarde de Vlncl, whe hesltated te finish the famous fresco et tbe last surper boesuse be bad net tbe power te portray the face of tbeSavieur or tbe face of Judes. In portraying tbe re suits et our federal experiment two features bullied him. Oue Is tbe unspeakable glory of its success In promoting tbe growth of tbe nation en lines of material and social advancement, and the ether is tbe dark incarnation et unwisdem wbleh, en ether lines of progress, hinders our growth and keeps us short of the ideal perfection other wise possible under the beneficent princi ples of our constitution. I Invite you te-day te a consideration of theso divergent phaes et our nstlennl de velopment In tbe stretch of time oevered by the splendid career of your enterprising town. My purpose is the mero apropos en so se count of the conspicuous events oenneoted with tbe adoption et tbe constitution, which transpired contemporaneously with the founding of your town. During the months employed by Samuel Wright in laying out bis farm In town lets, suiveylng tbem and chancing them off, tbe oenstltntton was ratified by eight et tbe thirteen states. The day after the great lottery by wbleh 1G0 of your town lets were disposed of eaeb ad venturer.paylng fifteen shilling foraebanoe the Empire state took her cbanee In tbe Federal lettery and ratified tbe great charter. It was during tbe twelvemonths which witnessed tbe foundation et Columbia, fairly and firmly laid, tbat Ibe merits or tbe tcheuie BubmmSu- Sy tbe Federal convention, made tbelr great debate, wblcb was te tbe American Repub lic the very "ridge et destiny," from wbleh tbe fiery Federalist orators Uungtbesparks et tbelr elcquecce, kindling tbe fires of assent, in wnesa glowing beat was forged tbe chain of consenting Judgment that grappled with heck of steel ine ratifying states and solemnized tbe birth of tbe nation. Then, tee, our discussion acquires an additional claim te your Indulgence en this occasion from the circumstance which may be remembered with melan choly regret, that you came be neatly be ing the District of Columbia, tbe capita' of tbe nation. But for the happy solution of two great problems of Btstetmansblpata Virgin! dl iner tabic, who e two dls ln gnished Btatetmen drowned their political anlmeKllles in a glass of Madeira, your flourishing town might bave drawn the first prize in tbe political lottery of tbe time. Tbe reasons given in support of your claim ou tbe lloer of Congress may well stir your prlde In tbe splendtd vigor of your infancy. " It stands," said the eloquent champion of Wright's Ferry, "en tbe cast bank et tbe Hut quehannc, thirty miles from seawater. As ter tbe river se gnat is tbe volume of its WBtere tbat snips can, at any time of year, sail up te tbe waters et Otsego lake. It contains tbe finest fish In tbe world. Three line rivers run into it from the north, the vteit and eeutb, and but ten mile separste it from the largest city et America." Whether you would roeognirs your town from Ibis description is et little moment. It was a persuasive plea, but argument could net then, mere than new, withstand tbe convincing powerof a geed uinner, aiueu ey me intellectual lllnmlna tlen of a cheering glass, and tbe seat of government was located en the Potemaa instead of tbe Sutqeebanna. Referring te anniversaries as occasions for pausa and reflection, tbe orator spoke of tbe eminent character, lierole devotion and consummate wisdom of tl e Illustrious men "who laid our keel and wrought our ribs of steel" as a body of citizens "mero distin guished for elevation of mind, dignity of oharaeter, breadth of statesmanship and exalted patriotism ever assembled In any age or country. In tbe blgbest sense they are dead and sceptered sovereigns who still rule our spirits from their urns." He graphically described the lmprecslve scene in tbe Federal convention en tbe adoption et tbe constitution and delivered a warm eulogy of tbat Instrument. Turning from tbe p;at te the future he declared that our success depends upon whether "In telligence, self restraint, principle and public reason are able te maintain dominion ever tbe forces with which the civilization of tbe age Is complicating tbe problem of self government. 1 here may be dangers tbst can only be averted by an extension of tbe field of governmental control. Te limit the functions of the state within tbe lines which clrcueiBcilbed tbem a century age and expeets effective results would be as great felly as te attaeh Stephenson's first locomotive wbleh startled tbe civilized world by running ten miles an hour te one el tbe mammoth trains et modern railway management and expect te pull the lead ever the Alleghenlen, Quoting tbe Declaration of Independenoe and tbat el tbe rights of man by the national assembly of France, be oenoluded that tbe eltlzen should be intelligent enough te knew when te give his consent and when wisely te withheld It; and virtuous enough te adhere te principles calculated te promote tbe general wellaip, "Te guide a ship by tbe observations of a hundred yesrs age would net be mere per ilous than te conduct this government of 00,000,000 with no greater lnielllgenee and statesmanship than snUlced for a nation e! 8,000,000" Referring te tbe economic problems tbst oentront us anl tbe labor question, he was hopeful that "sound think ing and solentlUe knowledge, aided by tbe new national conscience tbat wilt bloom en tbe stock of our second cniury,w)U doubt deubt l6s be able te pluck tbe flower safely from these nettles of danger." Tbe orator dwelt upon the right use and the abuse of wealth, tbe value of political rectitude and personal honor, and in con sidering tbe Immigration question deelared tbat no man should be permitted te enjoy our heritage who csu net become one of us, but declared tbat as Michael Angele found an angel In a block of marble te be liberated by bis chisel, se In every human block dumped en our American wharves is Imprisoned a possibility of man hood or womanhood, and wise are we If we can take tbem from tbe pile and out of the rude marble carve men el Intelligence and power, women of beauty and plety, and oltlzens et moral excellence and elevation of character. , Leeking hopefully te tbe future be de clared we bave only te remember that wis dom end understanding are better than rtebesj that Ju.tleewlU keeptbe betvens from falling, and tbat tlghteeuanfAs still exalts nations. r nniauT skies and revived hei-es. Frem midnight te an early hcur tnls morning the town was taken possession of by tbe yenng men, and In Ibe matter of enthusiasm tbey did net make any greater ne'ae for tbe very geed reason tbat there was nothing lett wttb any noise tbat oeuld be utilized.
