The Political Horizon.
The political journals have mere than
the usual amount of material in this cam
pilgn, upon which te claim a change of
public sentiment in favor et their cause.
Of course they de net trouble themselves
te print the names of their partisans who
hive gene ever te the enemy ; they leave
that for the opposition journals te de,
and are themselves diligent only in pub
lishing the dererters te their own slde ;
and generally they are net very particu
lar as te the authority for their state
ments ; it is qulte sufllclent that some
one has said se, or somebody has thought
B J. It is safe te take a geed discount off
the number et newspaper converts; the
indication afforded of the current of pub
lic sentiment lacks the very Important
element of reliability.
The reason that there is an unusual
number of changes in this canvass is
doubtless the fact that the tariff
issue is made se distinct in it and that
theie are a geed many business people
who think that their personal Interests
are involved in the matter ; and they are
the kind of folk likely te get their names
in print. Hut the great mass of
the people are net se greatly stirred
up en the tariff question. This is
the state in which It would break up the
Democracy mero than in any ether te be
hllched en te a free trade movement ;
but the Democracy here nre about as
serene as anywhere. These published
changes of one in the thousand de net
Bew the political weather, nor af
ford any indication of It, unless
the balance is struck and the
difference in the movement en each side
is found , which cannot be dene upon
fie unreliable reports et the newspaperr.
A better way et judging et the situation
is te take a general vlew et the Held,
Such a view is certainly encouraging te
Democratic expectation. That party has
the force behlud Het being in; and this is
cansiderable ; and may be particularly
counted en new, because the udmlnistrn -
tlen by that party has been confessedly
weptahle te the peeple of the country.
la truth, the Republicans confess the
weakness of their undertaking te oust
the Democracy by Hying precipitately te
the tariff issue, as the saving one et the
Campaign ; upon thatnlone they put their
hope. They will hang their harp
upon n willow, bocnuse the Demo
cratic tariff position is acceptable
te the whole Democratic party,
and te ft great section et the Republi
can parly. The Issue will weaken the
Kepubllcan party in the Northwest, with
out helping it materially in the I'.ist. It
is net going te disturb the solid vote of
the Democratic party in behnlt et the
first administration It has had in n quar
ter et a century ; which has been credit i i
fele te it and which has mas3 d and or
ganized it into greater cohesion and
political efficiency than it has thewn for
many a year.
Itseems Billy te talk of the overthrew
of a party in power with such record
and solidity. It 1 net "in the weed."
The Republican leaders de net leek
for it. Rlains preserves himBelt for
a future opportunity te be the Meaes of
bis party. Harrison is n lamb selected
for sacrifice. He is net likely te carry
even his own state. The Republican ex-
governor, l'erter, does net propose te be
carried down with him, nnd declines it
nomination. We de net think that there
is reasonable doubt about the November
outcome.
The Colored Teter.
The revolt among the colored vh'ms of
the country grows stronger eveij day,
and the organization et a big I ai iff re
form club of colored voters In Philadel
phia, proves that the movement has a
real solid foundation. There me about
one hundred thousand colored people in
Pennsylvania, and they have been almost
unanlmeuslyallylng themselves with the
Republican patty since they have had the
right te vote.
But their eyes are new being opened te
the manner in which they have been
made hewers of weed and drawers of
water for the Republican party. They
easily recall hew Democratic Mayer
King, et Philadelphia, was the first
te appoint a colored man en the
pollce force; that President Cleveland
picked out James M. Tretter, an intelll
gent colored man of Washington, for re
corder of deeds of the District of Col
umbia, in spite et the most determined
efforts te secure the place for a white
competitor ; that Democratic Governer
Ileadly, of Ohie, appointed an able
colored man en the beard of regents of
the state university, only te have him
dlsplaced'nnder the succeeding Republi
can administration.
And theDemecra:y of Rhede Island and
Massachusetts have been evincing a dis dis dis
positien te give the colored brother the
chance that is denied him by the Repub
lican parly.
These thoughts nre leavening the mind
el the san of Ethiopia. Under his wooly
bead is often found a collection of brains
th it compares favorably with the beat
Caucasian product. He has been long
pondering the causes of Democratic con cen con
Blderatleu for him and Republican iudif
ferjnee. He is beginning te undcrstard
thit in the Northern states he holds the
balance of power tetween the two par
ties, and finally he proposes this year te
mike a trial of sailing in the Democratic
beat. His defection from the Jlepubll
can tarty is one of the surest signs that
a national power that party has seen
