The city has gene te Jaree expense for

justify their cost ; but the condition of
the Btreets that have had the benefit of
these improved appliances is net such ns
It should be for the reason that the lime
stone quarry which has been selected for
the stone supply famishes very peer ma
terial for the purpose. Tlie stones are
tee soft nnl grind in the breaker into
dust and en the street seen show signs of
wear ; they are, in fact, shale or slate
rather than limestone. The men who
selected the quarry should have known
lbs unfitness of the stones, for they were
condemned long age for street purposes
by their predecessors In office. Their use
should be stepped, for it is a great waste
of money te put thorn en the streets. The
street commissioner new refuses te use
them en streets that hive much heavy
hauling upon them ; and they should net
be used anywhere. The dust that comes
from the stene breaker Is used as a top
dressing, with no advantage whatever, as
it at once turns into mud.
This condition of things Is much ag
gravated by tbe street watering carts,
which have become an absolute nuisance.
The water Is applied se copiously, te save
the need of repeating the application,
that the streets are made muddy, se that
vehicles cannot be kept clean ; and with
the mere seleus ill effect, se far as the
city is concerned, that the soft stones
used in macadamizing speedily be:eme
disintegrated, and the streets require te
bereceated. "Where trees line the streeta,
as they de se many, the roadway never
becomes dry and can never be geed. The
treats should be hard and firm, and cer
tainly should never be made muddy by
watering carts, whose purpose is simply
te lay the dust. If their practice cannot
be reformed, theyBheuld be prohibited,
and the citizens be left te their old prac
tice of watering the streets witli hose
from the pave wash. It seems te he the
clear duty of the city nuthorltiei te pro
hibit artificially made muddy streets,
both te save itspwing and te save the
annoyance, of perpetually muddy vehicles:
whlca is net slight te the wagon owner.
There Is no excuse for the use of peer
tone, because geed ones can be had
quite as conveniently. There Is no better
limestone for street paving than the flne
qaarry en the poer-'aouso grounds within
the city limit?. They can be readily
crushed by the stene breaker ; the per
centage of fine stuff obtained will be
small, and It will moreover make a geed
top dressing, that will pack the steneB
and net turn into mud en the first ralu.
It is felly te put stuff en the streets that
will need seen te be carted oft again as
mud, and meanwhile be an annejance te
these who use the roadway. The city
authorities acknowledge that they nre
culpable for continuing It. It would be
cheaper te piy the quarry owner his
damages upon the contract and movetho
breaker te a better quarry than te con cen
tlnue te apply te the streets the worth
less stuff; and the removal should he
made at once ; geed macadamizing can
not be done with a peer quality of atones.
