gratifying assurance that he will net be
a failure as president. In the country at
large, where Fitter is less known, tliere
will naturally be greater doubt as te Ids

candidacy than in Philadelphia ; but ns
he is hardly expected te cotne before the
country at large, It will sullice If the lta

emergency, In which they II ml that they

la the Itepublican parly In Pennsylvania.
Neither senator Is n very prosentable

much of a stick. Mr. Tiller is about as
geed stuff as they have, especially since
Mr. Guilds denies himself te the wooing
cembrace of the politicians. Mr. Pltler is
net se handseme as Mr. Childs, perhaps,
and the girls are net as fend of him, and
be does net give away China cups ; but
neither does he give away railroad fran
chises te impudent and Importunate peo
ple who de net want te make an adequate
return for the gift; and altogether heis
quite a stlffnecked and sturdy servant of
the people. We are only sorry that he is
wanted simply te serve n purpese of his
party machine; for he would probably
be a better candidate than the ene it
nominates.
Pension Legislation.
The Philadelphia Inquirer, in com
menting upon the S0,00(),000 pension bill
just signed by the president, and the
300,000,000 under discussion in Congress,
Bays that with gigantic river and harbor
appropriations and pension arrears bills,
there will be no need of any reductions
In Tevenue duties or internal taxes be
cause there will seen be n deficiency in
stead et a surplus. The Inqulnr tlitn
proceeds te argue that with such evi
dences of prodigality and unwlse legisla

Democratic rule "the peeple will net be
willing te retain that parly in iKiwer."
This la a frank admission that 'all the
great dangers of n national surplus are
real and liave net been exaggerated ene
shade by the Democratic party. Of
course the assertion that that party 1m
responsible for prodigality, unwlse legis
lation and reckless expenditure is un
worthy of attention. Jlut tbese faults
could net even be complained of it there
Was net a great surplus demanding caie
and offering temptation te scheming pel-
Ulclans of all parties.
It is net long slnce this ;ame journal
was attacking the president for his vetoes
of pension bills and new It is stai tied and
alarmed because he has signed a bill passed
by a Republican Senate giving a-great
aum for pensions. Had it be-n vetoed,
tbeie would have been a great hue and
cry ever the injustice of the Democracy
te the veterans of the war. The new bill
appears extravagant te the Republicans
because ithasDemocratlcsuppeit. Thev

they are struck with the reckless extavra-

for reckless extravagance en the part of
an individual is curtailment or income
and that is what the Democratic party
proposes and the Republican party op.
poses.
Xe -Need of Disquietude.
The Republicans in the llouse seem te
have resolved te prevent a final vote en
the tariff measure at this session, and
propose that the parties shall enter into
the election without defining their posi
tions by a vote en the pending bill. This
la a natural course for a party te pursue,
whose representatives are net united
upon their policy. There Ib some difference
In the Democratic party upon the Ijsue,
bat that existing In the llepubllcan party
la much greater. "We note that evPn

The Tramp Mutsanrc.
We invite the attention of the city au
thorities te the tramp nuisance. It
seems te us that the polleo could be mere
einclent In its suppression. The ferce is
net very great, it is tme, ana cannot, ue
everywhere at once, but it certainly
should get ever the city often enough te
prevent Iho camping down of beggars en
the sidewalk for hours at a time. Last
evenlcg en the corner of Shlppen and
Orange streets, a tramp reescd upon his
bag en the sidewalk for several hours be
fore a policeman could be found te re
move him.
And we suggest te our householders
that they can and should de their part
towards a suppression of the nuisance by
sending te the station honse for a police
man whenever a tramp comes te their
doers begging. Such a course is de
manded in the interest of public order.
Thcse men should net be supported in
idleness. They are nearly always able te
work ; and they are generally an Impu
dent and bad let. Yesterday when ene
of them was offered buttered bread, he
asked "Haven't you something waim?"
and walked away, refusing the bread.
We hear of another ene who complained
of the butler and said he would bring the
family n hulf pound the next tlme he
came around.
Charity is very geed, but Ill-advised
charity is an evil ; glf Is le the undeserv
ing ureal wajs wrong ; and tramps are a
very unworthy class.
