Before the International Congress of
Anthropologists, Dr. Henry Mandsley, of
England, read a paper en " CrlmB and
Criminals," in which he treated of the
growing disposition in some quarters te
leek upon every criminal as an unsound
peuen, and te Ond evidence of criminal
nature in the shape of the head and in
defective Btructure of the brain. He
made the point that if all criminals must
be defective mentally, then hardly any
one can be sound in mind for all feel the
temptation te de wrong. Every Chris
tian who listens te the ten command
