known a convention that showed less
contention, aud we may hope that the
concord is indicative of unanimity of sen
timent andonenessef feeling in the parly.
The discussion et the platform would
have shown some disagreement in the
convention if the presiding officer bad
permitted it te appear ; but Mr. Wallace,
trlth a manifestation of his old time fa
cility in suppressing an obstreperous mi
nority, did net suffer Mr. Sanders te eiler
bis amendment te the platform. Mr. San
ders, Mr. Sewden and another delegate
are said te have been the only three
members of the committee en resolutions
'favoring this amendment; se that it
may be supposed that the convention
would have voted it down in a hurry If it
had ever get before it,
The committee en platform evidently
had an earnest deslre te endorse
the policy of the Mills bill,
as the Democratic policy and that
which the president, who is the Demo
cratic leader, desired te be declared the
party policy. While we are In sympathy
with its purpose we think that the plat
form committee executed its thought nwk
wardly, in demanding the passage of the
Stills bill ; because that bill may net be
the same after it is finally acted upon by
the Democratic majority In Congress as
It is te-day ; and In fact it Is very un
likely te be the same. It is quite certain
te be amended, and may be amended
materially. If the declaration of the
Pennsylvania convention is for the Mills
bill as it is, strictly construed it would
call upon the Democratic representatives
te refuse amendment te it aud would
absolve them from voting for it, if It
is amended. We think that Con
gressman Sewden was quite justified
in protesting against the instruction pro
posed te be given te him te vote for the
Mills bill in it present unfinished
state. A mere skillful and correct
interpretation of the will of the conven
tion would have been a declaration in
favor of the principle of the Mills bill, in
reducing the tariff duties with a view te
the reduction of the revonue.
Mr. Wallace correctly described the
Democratic position In his speech te the
convention wherein he declared that the
party was, as It always has been, for a
revenue tariff with incidental protection.
Je revenue being new in excess of
our needs, there is no excuse under
the Democratic doctrine iu keeplng
up the old rate of tariff imposts. The
party position has net changed nt all 'en
this question, but the circumstances have
: changed, and the present situation de
mands lower duties ; and is very prop
erly Interpreted, according te the over ever
Whelming Democratic sentiment in the
Mills bill, whose enactment we untitr
stand that our state convention de
mands, net necessarily as it stands
new, but as it will stand after the Demo
cratic majority in Congress has gotten
through with it. In ether words the
Pennsylvania Democracy stand In rauk
with the Democracy of the country upon
the tariff ques'ien, that position being
taken en the general lines of the Mills
bill.
Hut that bill does net demand frce
trade, and the state Democracy does net
dtmand it, as Senater Wallace explained.

the propriety of something like a seven
per cent, reduction of duties.

Wrong.
There was witnessed in the Demo
cratic state convention in Ifarrisburg en
Wednesday a scene most unusual in the
meetings of such deliberative bodies and
one net at all agreeable te the thought
ful and boss-hating citizens who make up
the rank and file of the party In the
state.
It was when Dallas Sanders, of Phila
delphia, rese te present a minority re
port from the committee en resolutions.
The previous question was called en the
motion te adept the platform as read ;
Sanders and his minority report were
refused hearing, and the platform
as prepared in the committee went
through with a rush. It was a
clear, case of gagging the minority, a
prlnclple which the Democratic party has
never taken te its bo3em. The parly of
Jeffersen has always asserted the position
that a minority has rights which must be
respected, and which are entitled te pa
tient and considerate hearing. Theie
were but n few delegates in the conven
tion who took ground against some of the
principles in the platform, and It would
have been only courtesy te them and te
these 'whom they represented te have
heard their tale. Nothing would have
been easier than te votethem down after
giving them a hearing. Instead et doing
this their volce was stilled, the sense of
fair play was outraged, and the Demo
cratic convention showed a besslsm that
recalled the style In which Quay and
Cameren have been went te rule Itepub
lican conventions.
