Ter this is all that the president has
demanded. lie has spoken fair words of
the doctrine of free trade, but has con
ceded that it was net a doctrine te prac
tice, in this country, at this time. Ne
one in authority wants te enforce frce
trade. The Mills bill is a protective
tariff measure, reducing the tariff rates
en an average, Mr. Scott says, net eight
per cent.
Thii is the way that every Democrat
can sustain the president, while main
taining his own views as te the measure
and mode of tariff reduction. This Is
the reason that all the Democratic con
ventions ate se unanimous. This is the
reason that the Pennsylvania conven
tion will he unanimous. And then rcco rcce rcco

and there is no danger of nny law ever
being deliberately passed, by any party
intelligently represented, te damage the
Industrial interests of the country.
Squlre Magee and hts neighbors may
bellove abstractly in free trade, as we
may ; but we fear that if the Bqulre takes
a count et noses among them upon the
question of reducing the tariff en Su
matra leaf tobacco from seventy-flve
cents a pound te tliirty-five cents, as the
Mills bill does; they will net be in favor
of it, as we are net, knowing that it will
berulnousteour tobacco cultivation; and
they will be right. This tariff question
is ene decided wholly by self-interest.
There is nothing else In it, though ab
stractly and in n general humanitarian
sense, we should share with all the people
et the world our wealth and have a
abate et theirs.

Medical societies make themselves ri
diculous sometimes by the plain evi
dence that they give that they nre
