While the major Pt of Congress was
. with Secretary Whitney en Saturday,

la guard ever the tariff bill, about which
Atr. O'-Nelll, of Philadelphia, bad n
speech te make, that became the text of
divers uncomplimentary remarks about
Philadelphia nnd Tlttsburg, and Penn
aylranla evolution under the tariffs that
bare protected her. A goodly number
had disagreeable things te say, and Mr.
O'Xelll and Mr. Bayne were quite ever-
whelmed in their championship of
their state. Mr. O'Neill insisted that
Philadelphia was far ahead of Xew Yerk
in manufacturing industry, and Mr.
Bayne declared that the industries of
Allegheny county were greater than
these of all the Southern states that hed
representatives in the ways and means
committee, which is the national
tariff factory. These statements were
doubtless true ; but they did net have
relevancy te the question of the geed or
Sii- 111 of the' Mills tariff bill t nor In truth
did the suggestions of the ether side have
much mere pertinency te the Issue, though
they seem te have considered the indus
trial troubles in Pennsjlvanla, its strikes
in the coal regions with the oppressive
conduct of the coal bosses there, nnd the
strike at Carnegie's nnd the l'lnkerten
detectives there, as cvldencoef very great
demoralization in Pennsylvania, notwith netwith
standing the protection its coal and iron
enjoys. The inferencewas fair and the
comment was pertinent, in n debate
upon the general state of the country.
It may, tee, have had relevancy in n
question as te the policy of free trade or
protection ; but inasmuch ns the Mills
bill new under debate does net propose
free trade or anything like It, but simply
provides a reduction of duty, which its
friends consider that the industries of the
Country can bear without injury, it is
net evident that the inability of the em
ployers and empleyes of manufacturing
and mining Pennsylvania te get along
harmoniously together elucidates the
Issue ; save that it seems te show an
irrecenciliable conflict between these two
Interests and Illustrates that no tariff
protection, however high, will provide
empleyes with all the wages nnd privi
leges that they demand
It offsets the argument of tuote favor
ing a high tariff that it p for the work werk
ingmen's benefit only; and it is fair and
effective in repelllng this Idea. If the
protected iron and coal industries of
Pennsylvania cannot give te their work-
fore Congress that they want their pres
ent tariff protection that they may satisfy
their labor. It is net for the laborer's
sake se much as for their own that they
want protection , as their conduct proves
and as everyone knows without proof.
And it is admitted that they are en
titled te adequate protection. The
Mills bill proposes te accord it te them.
The only question Is as te whether It docs
se This is the only question open'fer
argument, and it seems that congressmen
should confine themselves te it and con
sider the several previsions of the bill,
Instead of wasting their breath nnd the
public time in discussing the abstract
doctrine of f rce trade or protection, which
is net the issue. These who advocate
free trade condemn themselves in voting
for the bill of the ways and means com cem com
mittCte, which provides protective duties
te an extent deemed sufficient te main
tain all the manufacturing industries of
the country.

Gladstone te Ingersoll.
Nethiug finer in the line of geed Eng
lish and sound reasoning has been re
cently given te the public than the reply
of Mr. Gladstone te Rebert J. Ingersoll
in the latter's attack en Christianity. It
appears in the May number of the Xerth
American Jftrieie, the periodical which
published, the similar work of the late
Judge Black en the same subject. We
reprint te-day a strong portion of It,
Which will present an excellent notion of
the strength of the article.
Mr. Gladstone proceeds about the work
of demolition of the arch-infidel with a
benevolence that would be touching were
it net for the sturdy blows that he deals
under the cover of his gracious language.
He shows where Ingersoll assumes con
clusions without establishing them,
though demanding absolute proofs from
his opponents ; hew he misquotes scrip
ture apparently te suit his purpose ; hew
he assumes Darwinism and Christianity
te be antagonistic, which Gladstone de
clares net te be a necessary consequence ;
and se en through a host of sophistries.
Mr. Gladstone's bread and deep knowl
edge of the scriptures, his vast reading
and his special acquaintance with the
early Christian writers make him an ad
Tersary splendidly equipped for the battle
in which he entered. The tumultuous
rhetoric of the leading pagan of the day
finds itself seen divided and routed by
the ponderous army of arguments, led by
the master mind of Gladstone. There Is
little left of Ingersoll at the conclusion of
the article.
A Papal Edict.
A decree has been Issued by Pepe Lee
XIII condemning the "plan of cam
palgn"and boycotting in Ireland. Neither
of these weapons of protection against
English aggression have ever been form-
ally approved by the Irish leaders: vet

made. But the land laws of Ireland have
been se infamously unjust te the tenant
that a measure like the "plan of cam
paign" obtained many vigorous sup
porters. It was a manifestation of an
extreme in the ether direction, and it
might have been safely left te the geed
sense of the people te leek te its correc
tion. It was better than vielence or blood bleed
shed. New the pope has stepped In le
proclaim it by formal edict. It leeks as If
the Vatican had made a mistake. Ne
matter en what high ground the decree
Is based, the fact that it is aimed
against two of the most vigorous methods
of Itish resistance te English oppression
will cause Irishmen te regard the pope's
action as an open notice of an alliance by
the Vatican with the hated English
Teries. The Vatican might very safely
have left Ireland te fight out her own
battle for deliverance from England, and
such n course of action would have been
Infinitely mere prudent.

The Kcxc Era suggests that the Demo
cratic party, aa much as the Republican,
needs the protection of the law te
secure its primary elections against
frauds ; and it takes as its text
the fact that, though there, was
no election held at Strickler's Scheel
Heuse- for delegates te the late Demo
cratic county convention, representa
tives of that district nppeared in the
convention with credentials stating
that they had been chosen at nn
election duly held. And en the
face of it, this scorns te be a point
well made. But it loses its ferce when
It is known that there were but nlne
votes for Black at this poll at the last
gubernatorial election, and but seven for
the local candidates en the Demo Deme
gratlc ticket. There are se few Demo
crats in the district thnt it is net worth
while for them te held a primary
election. Any of thorn who can come
le town en convention day ate considered
te be delegates, by long wage, and may
manufacture their own credentials.
Their fellow Democrats In the district
are very much obliged te them for repre
senting it, nnd if any outsider objects,
they de net press their informal claim ;
and that is all there is of it.

militia force, coming together ter a few
woeks only each year, for drill In the ma
neuvers of naval warfare and in the man
agement of heavy guns and modern ord
nance, The men would be paid only
for that time and the rest of the
year would be living as ether aee-farlng
cltlssns, engaged In the coasting trade or
fishing fleet, or perhaps some day In the
tu future cruising under the flag In foreign
perta, where our flag once waved but
new unknown. All vossels that can be
transformed into cruisers may be kept en
record at Washington for use in otseof

depend culflly upon tbe navy we are
building, and the proposed resorve
assure at comparatively trilling ex
pense a large ferce of partly tralned
