stitutions. That she should emerge re
publican from such a struggle would be
little less than miraculous, and that she
should be suffered te tight it out without
foreign intervention, and perhaps con

but we are apt te forget that our own
success in self-government is largely due
te the peculiarly favorable conditions
under which our nationality has been
born and nourished. We think we are

belter taste If we would give due credit
te the intelligence of ether nations that
have net been blessed with our opportu
nities ; nud yet have struggled en te par
liamentary government and the front
rank of scientific and industrial progress.
An Unprejudiced Opinion.
Judge Patterson has sentenced the
Indlantewn ballet-box stutters te a year
and two weeks Imprisonment, The pun
ishment is much tee severe for the of
fense, for which the two weeks,
with the year emitted, would have
been a qulte adequate penalty.
It is n Republican family matter alto
gether, In which we have no interest
whatever, but ns we are looking en it
from the oulslde.tnere unprejudiced than

ling with the bear, we think that our
opinion of what the sentence ought te
have been is very likely te be Just.
We said, In nj proving the mild sentence
given by Judge Livingston te the Sixth
ward men, that it sudlced, because the
law is a new one, putting a penalty up
en n political practice se common that
it was net looked en ns a crime, but as an
effort of one part of n family te cheat the
ether; a sort of partnership tussle in
which the partners ought te be left te de
pretty much ns they please te win.
Of oeurso it Is wrong and Is rightly
punished ; but there is no use in dropping
down tee hard upon the first conviction ;
and in tlib case it was especially wrong
te punish the Indlantewn men se much
nioie neverely than the Sixth ward people.
The first were convicted of conspiracy, it
Is true, which required Imprisonment ;
but cveryone knows tiiat the of
fense of the one crowd was
no greater than that of the
ether, and a very Bhert Imprisonment
should have been imposed.
Judge Patterson is naturally disposed
te severity, ns et Scoteh-lrish bleed ;
nnd doubtless the lenleney of Judge Liv
ingston did net tend te incline him tbe
