We are constantly puzzled te knew why
there is be much trouble-encountoicd in
saving a man from, the gallows about
whose guilt a doubt is raised.
The law says that no man sliall be
banged about whose guilt there is a
doubt. Tbe judges say that must be
a reasonable doubt ; which seems reason
able ; but it also seems reasonable that
when a geed portion et the community
doubt a man's guilt, and se say te the
beard of pardons and the governor, a
i commutation et the extreme penalty at
least should be secured.
Here is this negre Jehnsen, who is said

whose case there has been the
most absurd backing and filling by the
beard of pardons and the governor. Ad
ditional testimony has been taken by the
ream, and every time the man is re
mitted te the gallows, All the testimony

doubt et tbe man's guilt.
If that is se they ought te hang him ;
but new the governor again reprieves
him te await some ether evidence. We
say that It is scandalous. The frequent
reprieves alone show that there is some
doubt of the man's guilt ; and if that
exists the law does net convict him.
We went ever the testimony when he
was tried and concluded that he was
guilty ; and that he doubtless is en bal
e ancing tbe evidence. Rut n greit many
people think he is net guilty ; and a great
many mere doubt it. It is clear that
there is net such a conclusion as te his
guilt as te warrant IiIj execution.

A rumor was afloat In Lancaster net
long since that the Pennsylvania railroad
contemplated the purchase of a farm en
the northern outskirts of the city with
tbe purpose te erect thereon branch
eaopafertha construction and rehabili
tation of locomotives, cars, etc.
The recent heavy storm demonstrated
that the suggestion in this rumor was
wise. Between HarrUbiirg nnd Phila
delphia, where the Pennsylvania railroad
passes through a rich and densely popu
lated region, and where train detention
is likely te be most damaging, there are
practically no proportionate facilities te
aeet sudden disaster. It is true that there
; ta a round house at Columbia, but this is
MceMarily only a make-shlfC when a
calamity like that et the last few days
falls upon a railroad te paralyze its trade.
Had Lancaster been u base of supply for
laeosuetlyea nnd men, hew much mere
)lckly the danger would have been met
aad averted.

phia abounds in a continuous population,
such a bllrzard as that of the past few
days will be ten-fold mere disastrous. It
will be the part of wisdom for the rail
road authorities te carefully consider
whether Lancaster would net be a most
excellent distributing point for n portion
of the resources et this gigantic corpora
