Ulned by government pledges, the com.
pany well knows that the power of the gov gev
ernment itself is limited and governed by
public opinion. The sympathy of the Can
adians is overwhelmingly in favor of the
people of Manitoba in their struggle te es
cape from railroad monopoly by building a
,liae te the states, and it would be very diffi
cult Indeed, in the present temper of the
People, te persuade Canadians te take up
the railroad's quarrel, simply because the
Dominion had been foolishly pledged te
maintain the monopoly. The government
can net afford te come te blows in Mani
toba, and the knowledge of this fact is the
ecretef the boldness of the Manitoba.
This little handful of people held the weak.
mk link of the long chain of communica
tion between England and the East, just
forged nt great expense, and rebellion
there, if based en se popular a grievance,
would be terribly contagious. We may
therefore leek for a graceful backdewn en
the part of the Dominion government be
fore actual violence is readied.

And It seems that It li the fact that be

that Mr. Landls is in very much of a minor miner

Republicans te consider the manner of or

of their state committee may create as

It Cemes Tumbling After
The passenger department of the Penn
sylvania railroad has again distinguished
itself. After stepping the issue of thousand
mile tickets at two cents a mile, upon the
ground that it was a violation of the inter
state commerce law te sell one man a ticket
at two cents, while charging three te an
other, the sale of the.e two cent tickets
has been resumed, without any amendment
of the inter-state law or any Interpretation
lef it upon this point by the commissioners.
The passenger boss of the railroad has
reached another conclusion about the
"policy," of the railroad. This new con
viction came te him after the Head
ing railroad had commenced again
te issue theusiinl mile ticket books ;
just as the determination te step them had
been readied after the Heading had agreed
te de the s,ne.
The Heading retreated freai its foolish
position, and the Pennsylvania comes
tumbling after. Deth have reason te be
ashamed of themsehev, but the Pennsylva
nia, assuming te be the very choicest pink
among railroads, he3 cause te be especially
ashamed of any conspicuous felly in man
agement, such us this.

Thk New Y irk Herald gives this sugges
tion te Americtn butchers : Tbe wealth of tbe
people of Argentina Kepubllc consists largely
la tbelr herds. They own 14,171,000 cows,
4,IS0,000 horse and 70,910,000 sheep. The
ptsture grasses are se various and of snch
excellent quality tbat even in winter tbe
cattle are net fed. They must get their own
living or go without It. Asa general thing
they manage te pull through, but even when
tbe mercury Is down In tbe dumps tbe herder
leu bis herd take tbelr chances and never
stalls them. In Buenes Ayrea meat is dear.
Mutten and beef bring bigb price, and what
is worse they are of tbe poorest quality se
peer, Indeed, tbat a saddle or rea.1 Southdown
mutton or a steak of the Juicy tenderloin sort
is a luxury unknown. All that Is needed,
however, is te stall the cattle and properly
f;e4 them. Bullocks can be bought at 1 11 10
a bead, but beef lit ter the table cannot be had
at any pries. A wlaa man, with a long head
en bin shoulders, who would raise beet for the
market could gather In tbe dollars from
Buenes Ay res fathers of families in a very
satisfactory way.
