' There is no doubt about the fact, and there is every reason te censure the com pan y for ila unfairness; but there is no opportunity afforded te bring it under the discipline of the interstate commerce eoBissleners, whel ve nothing te de with the unjust exactions of railroads within the states ; their jurisdiction, like that of Congress, which created them, is only ever commerce between the states. It is the province of the state of Pennsylvania te protect its citizens from unfair charges by its railroads ; but such protection is ought in vain from the railroad-owned legislature. The Pennsylvania railroad yields ebe dience te the inter-state commerce law, tat wholly disregards its previsions in the conduct of its business within the state. Its rates te Lebanon and Mount Gretna daring the pastreek,shew bow unfair and mean it can be when it finds a profit in being se and has net the fear of the law te check it. Its regular excursion fare te and from Lebanon is $1.15. Last week its ex cursion fare te Mt. Grstna was 11.40, and It had no excursion tickets te Lebanon te ell; for the obvious reason that if it had told them it would have sold none te Mt. Gretna at the greater price of $1.40. A ticket te Lebanon geed for ten days cost 85 cents ; while the price of a ticket, for an unlimited time, is te Lebanon $1.20 and te Mt. Gretna $1.03. This is the only kind old te AIL Gretna, which does net enjoy the ten-day limited ticket. Obviously all these dodges are resorted te because of the competition with the op position railroad te Lebanon. The Penn sylvania has te sell Lebanon tickets at the lejuice, and Introduces the 10-day limit "feature te cover Its charge of a smaller jtvm for a ticket te Lebanon than te aearer points where it has no competition te meet. Clearly no one wants mere than ten dajs te get from Lancaster te Lebanon and the ten-day limit is a most transparent subterfuge. (The unfortunate towns between here and Lebanon, where the rival reads meet, suffer the imposition of a heavier mileage charge simply because the railroad is able te impose it. We might be in doubt whether the Pennsjlvania or the Cornwall & Lebanon railroad was responsible for this unfairness, but for the fact that it is strictly in harmony with the conduct of the passenger traffic man agement of the Pennslvania railroad. It has elwa s been safe te leek for measness from it where there is a chance for it te bop out, since it has been under the con trel of Superintendent Weed ; whom we de net knew, save from his deeds, and they eiten nave a strong flavor of felly. We should be sorry te think that Mr. Celeman would be se foolish and mean as te seek te rob the visitors te the great en campment en his property by charging them a greater price by mile for carrjing them te and from it than the price which has been established for the regular traffic between Lebanon and the ether end of his toad.
