Ne doubt the object of the bill is some
thing of this kind, and it would put a step
te the possibility of another competing
through line te Pittsburg from the Last.
Bat the prospect of the construction
of this line seems te bs made quite doubt
ful by the treaty of amity that has taken
place between the Pennsylvania and Head
ing railroad managers. We believe that
.the Seuth Penn has a traffic agreement of
g -tome sort with the Heading, but it will net
PS of great practical value in the face or
tn inimical control of the Heading com-
,; piny. It is true that the state censtitu-
tlen should give it protection in obtaining
'. an eastern outlet te its completed line te
Harrisburg, but it is equally true that
t just new the railroads are stronger than
I, the constitution and are able te defeat its
effort te secure free interchange of traffic.
Seme day there will be a different state of
'-things and a railroad need net extend its
line te the ocean,, the lakes or a great
competing point, te get a fair share of
business.
Railroad management is in a transition
tate, and has passed from the unre

traffic; when things settle down te
their proper condition Pittsburg may build
its line te Ifarrisburg with an assurance
that the reads it meets there must take and
give it the traffic that belongs te it. The
Baltimore & Ohie will be able te get its
freight cars from Philadelphia te New
Toik, without building a line of its own;
and railroad building will be promoted by
the a&urance that a read cannot be bottled
up by its rivals.
At present no short railroad can be built
in 'competition with the great railroads
existing. Lancaster would long age lme
had a local railroad through the rich coun
try te the east, but for the obvious fact
that when built it would meet the compe
tition of the Pennsylvania railroad, which
would carry for nothing by the roundabout
route from New Helland, te starve out its
little rival. The need of the day is a heavy
public beet, always ready te be swung at
the coat tails of the railroad director. And
the commission beet is likely in the end te
have the needed vigor.
The New Talk of War.
Europe is again disturbed with talk of
war. A couple of months age there was a
general opinion that the nations there
would be in the threes of war as seen as
the armies could move in the spring. After
the German election, however, there came
a calm and it seemed that Bismarck did
set seek war and that Prance was net
ready for it. It has come te be felt that
when Germany does net want war there
will be none ; and that when she does, she
will speedily find a pretext for it. There is,
therefore, no profit in looking te see
whether there is a cause for war ; the
whole matter depending upon the
disposition of the rulers.
The French people have been burning
for years te avenge their defeat by Ger
many, but the French riders are net be
lieved te be anxious for it. They have little
te gain and much te lese by war. The
people, again defeated, would held their
governors responsible, and a new form
et government would be likely te take
possession of the defeated republic. Seem
inaly the danger of war rests upon the
ability of the French rulera te
restrain French sentiment, which is no
tably hard te held. There U no geed
reason te believe that Germany intended
in Its late seizure et a French official
te furnish a cause for war. But the inci
dent has fallen upon such an excited state
of feeling in France that war mav nessl-
;; tely result. We will net be in a hurry te
believe in its early coming after our re-

his works, and if he should live te bring
them down te our own times the whole story
could only be read by students.

A Cincinnati phrenologist, Prof. KJgar
C. Heall, has been pawing at the head of the
bumptious Jehn L Sullivan, and it is said the
champion submitted gracefully. "Professer"
Usall finds that Sullivan's constitution and
temperament give strength ler all animal
enjoyment, " everything," in fact, butatudy,
and that his black hair and dark grey eyes
indicate great intensity of passion, with con
siderable accuracy of judgment in practical
atlalrs. "The head measures twenty-two and
a half Inches, which Is half an Inch above the
full size, but as the quality of the erganln-,
slen is net favorable te activity of the Intel
lect, of course, he will never de much in the
world of thought."
It further appears from the bumps that
Jehn Sullivan is net aggressUe by nature,
and net se severe and cruel as people sup
pose; he "has very small self esteem or

Of all the weird stories which have been
told of the siege of Atlanta, ssysthe Consti
tution, one of the meat tragic and sensational
has never been seen in print
It was when General .Sherman was playing
bide and seek with the army el General Jee
Johnsten, en the way from Chattanooga, that
a woman et ravishing beauty made her ap
pearance in Atlanta. Where she came from
no one knew ; of her people she never spoke;
but It was surmised by some of the ladles
who had getten near her that abe bore some
secret sorrow peibaps the sacrifice of
home loved one en the bloody fields el
Virginia.

The ladies of the city engaged In hospital
work with a 79al worthy the sisters and
wives of brave men. Zsaleus as all were in
this work, Miss Knims, which waa the only
name by which she waa generally known,
became noted because of her endurance and
fidelity. As she passed from ward te ward
the dying men would turn their eyes smil
ingly toward her. Hue was indeed the angel
of the hospital.
Notwithstanding all this the eye of suspic
ion fell upon her. Waa ahe a spy ? The
question would have been laughed at by
most people, and yet there were these who
detected in her manner something which
they did net like. Hut this suspicion was
hushed by the uniformly philanthropic
wcrk in which Miss Kmma was engaged.
At lout Nueriuan's lines weredrawn around
the city, aud the people began te experience
all the horrors et a siege. The sick and dy
ing were multiplied and the eflerla of noble

Miss Emma grew pale with her excessive

murdered woman was recalled and three
theories were maintained.
One was lh.it during the lull a shrapnel
shell bad penetrated the street, and explod
ing, (killed Miss Km in a. The second was
that en her way home she had been outraged
and murdered by her ecerU The third was
that she was a tederal spy, that she was
tA-sked with her Identify, and that she had all
alone been furnlh!ng Sherman with impor
tant Information. Knr.iged by her treachery
the men seutenced her te death and executed
the sentence. Her body was then hurriedly
returned te the room from which she had
emerged the evening before, joyous aud
beautiful.

while the whole matter was torgetten, and
even new her grave In Oakland la unknown.

On the Ism of March, 15, Milten J. Dur
ham, el Kentucky, was appointed by Cleve
land as first comptroller of the treasury te
succeed William Lawrence, of Ohie. The
duties el the first comptroller consist in
countersigning all warrants Issued by the
secretary of the treasury, also the auditing et
drafts ; from marshals, collectors of revenue
secretaries of the territories and ether dis
bursing agents with various miner duties net
sufficiently important te be mentioned in de
tail. Milten J. Durham Is a citizen of Dan
ville, Ky., and was born in Mercer county, of
that state, May 10, 1:21. He studied at Asbury
I nlverslty, Indiana, and graduated from
thence in IS 1 1. He studied law in Louis
ville, and in turn graduated from the law
school in l-eOi In 1-01 he was made a Judge
of the circuit court In W- he was elected
te Congress from the Lighth Kentucky dis
trictand was twice re-elected in 11 with
out organized resistance. In 1STS however,
be was succeeded by Philip I. Thompson,
Jr., wbewasat one time prominently men
tioned for commissioner of internal revenue.
During his congressional career Mr. Durham
served en many Important committees, nota
bly these of banking and currency and el
appropriations During the late war Mr,
Durham was a pronounced pre Union
man, and has always been noted
for his conservative Mews. The lint
comptroller of the treasury is an ab
solute check en every department of the
government, and net even the president's
order or that et the secretary of the treasury
Is el any avail it the first comptroller with
holds his signature. The ability required
for this office is of the highest kind, and upon
the proper administration or iu duties, tbe
administration of the entire government
hinges.
Judge Durham Is te deliver the address in
tbe last week of April, Is 57, at the Odd Fel
lows' centennial celebration at Portsmouth,
Virginia. Judge Durham is or tbe highest
rank among OJd Fellows, having served
two terms as grand tire et the order In the
United States.

from the data they had in hand before the re
demption commenced, placing the number

were received from China, from which the
most were expected. Frem Heng Keng
115,000 of them have Just been received via
Londen. Ne mere are expected from China
or Japan. Up te Tuesday the sub-treasury
at New Yerk bad received 2,030,000 all told.
Small amounts are still coming In dally. At
first mere than 100,000 a day were received.
New the receipts are reduced te 8,000 te 10,.
000 a day, and these come In lets of 50 te 100.
Even these will cease In a few days, and
that will be tbe last of tbe 10,000,000 isaued
by the government Refere long they will
be commanding a premium as rare coins.

C. B. Pest, a prominent merchant and
wealthy citizen of Centrevllle, a borough near
Tltuavllle, was killed by a kick from one of
his cells Tuesday morning. Ills body waa
