It is obvious te every one, for instance,
that there is nothing in the law which for
bids tbe issue of mileage tickets at retraced
rates free te tbe purchase of everyone.
The bill -has simply been made tbepretext
for,, a. changed policy which is due te the
changed relations of tbe Pennsylvania and
Beading railroads, whose managers, from
enemies, have become friends, and have
agreed te unite in dropping two-cent mile
age, rates. .
.Again, It la dear, that there is nothing in
the new law which affects local rates, or
which requires a carrier even beyond the
state te charge a mileage rate for ft .short

The Fennsyh ania railroad can charge Lan
caster, the same price for a haul from Xew
Yerk that it charges Pittsburg or Chicago ;
and it does come pretty near te this in Its
ebarges for carriage from tbe 3ew Eng

the calculation of the present charges has
been made. It is certainly net en a mileage
ba'-ls, as these rates show ; and as is further
shown by the rate en bar iron in car lead
lets, of sixteen cents from l'lttsburg te Phil
adelphia and of nine cents from Lancaster.
The latter rate has been reduced, hew ever,
within the week te. si cents, and that; te
New Yerk from Lancaster has also been
changed from thirteen and a half te eleven
cents; the rate te-Baltimore being ten
cents.
These rate3 are an advance' npetf the
eldcharges and necessarily need modJuc medJuc
Up? ".There is no 'Justification whatever
for an increase in tbe charges for convey

Its charges en local freight have-admittedly
yielded a Urge profit. It declares

tying its through freight without profit, and
It necessarily fellows that if the Inter-state
commerce bill should cut off all Its through

But the new law can have no such effect
upon this railroad's business, because It I
