Democratic representatives voted with the
Republican members of Congress against
taking up the bill te reduce tariff tavntien.
The very remarkable character of the vote
"et these Democratic ieprejeiit.it ies Is
found In the fact that they twenty-six in
number voted ngainst the body of the
Democratic representatives, one hundred
and forty-two in number, nnd that but six
Republican members voted with the one
hundred nnd forty-two Democrats, against
the twenty-six Democrats who voted with
. theene hundred and twenty-eight Repub
licans. It thus appears that the position taken
by the very large majority of the Demo
cratic members of Congress, upon an im
portant political issue.was opposed and dc
'feated by a small minority of the Demo
cratic members ; and that the party stands
divided against itself, and has failed
te execute any policy, In a matter where
it is very apparent that the needs of
the country require a party policy te
be formed and executed. AVhile it
te conceded all around that reduction of
revenue is necessary, the Democratic
party Sn Congress has net united in a
policy te secure this result; and se ebstinat e
Is a Democratic minority in its determina
tion te defeat the views of the Democratic
majority, that it has refused even te afford
a hearing te these views and h,is united
with the Republican party te choke them
off.
New, if that is net a remarkable political
situation we have never seen one. If the
action of the Democratic minority is net
wrong, then we de net knew what a fac
tional party miuerity may net de. tVe de
net ourselves entertain any doubt what
ever that it was the duty of the Democratic
members of Congress te vete for the con-
waeraiien et tne .Morrison bill; and that
they were wholly unjustified in seeking te
prevent the success of that bill by a refusal
tecnnsiJci t. of the twenty-six Demo
crats who steed against their party,

say, were from Pennsylvania; and that
they are these who would be consid
ered the flower of the Pennsylvania
Heck"; Randall, Cuitiu, Beyle, Lrmen Lrmen

Democrats, who have been led away
from their clear duty by the ancient smell
of the Pennsylvania idea which declares
that nothing can be swallowed in Penn
sylvania that has net the highest flavor of
protection seasoning. Hut we say te these
gentlemen that these are moving times, and
that the old notion of Pennsylvania tariff
needs is going fast te sleep ; and that thev
are sleepy net te have seen it. Mr. liandail
has net been down among the jieeple. Mr.
Urmentreut has listened te the stupid Re
publican lren-makera et his dlati ict, who d id
net elect him. Mr. bewden has been siml
larly Inspired. Mr. Beyle knows the law,
but net business. And old Governer Cur
tin, who has had the best business instinct
et the let, was born in a "Whig garment and
has returned te the instincts of his cradle.
The interests of the Pennsylvania pig
iron maker demand a reduction of the duty
en erea and coal, which are the raw
materials et his manufacture. "We are
using foreign ores largely new and will
need te use them mere largely hereafter ;
and we will need te get them as cheaply as
possible te keep down the price of the lake
ores, te the miners en which the Pennsylva
nia iron producer pays an extravagaut
royalty. But whether this be or be net
me interest or me J'ennslvania iron
iX- maker, it is the interpsr. nt t,a
whole country; ami the Pennsyl
vania Democratic representative cantiet
comeback te his Democratic constituents
and say that he opposed the Democratic
party and paralyzed its'pewer in Congress
by voting with the Republican party, in

Americans. New at last she has yielded
all the points of contention nnd we have
secured concessions net cranled te nny
ether foreign government. By the teims
of the new treaty a tubject of the sultan,
niturallzed as an American, shall be le-
gaided as an American citizen unless he
return te Turkey with the intention of re
maining there, and the s.iuie applies te
Americans naturalized as Turks. "The in
tent net te return shall be held te have
been determined upon when the person
naturalized in the one country shall have
resided mere than two years in the ether."
In order te prevent misunderstanding of
the terms Minister Beker tried te have an
explanation of them inserted, but finding
this impossible he exchanged explanatory
letters with the Otteman minister of for
eign affairs, nnd these are as binding as
any part et the treaty. By the terms of
these letters Americans are allowed te
held real estate in Turkey. This privilege
may be considered of small practical value
as we have a surplusef real estate at home,
but its diplomatic value is very great be
cause it is a conctssien " beyond and in
addition te these which the Sublime Perte
had been willing te allow te ether for
eign powers." Ter all this we have te
thank, most of all, the Hen. S. . Cox, ac
