"Wherefore, then, If it may impose any license tax it pleases en an insurance company, may it net impose upon a carrying company a schedule of rate3 for carriage ? In fine, the supreme court of the L'nited States undertakes te say that a state may abuse an insurance company as it pleases, but net a railroad company, which is pro tected by its national character. The distinction may exist; we de net care te debate whether an insurance or a railway company is the most national in its nature. But what we de want te knew is whence the supreme court of the United States derives its power te decide questions, net by the law and the constitution, but by its conception of whatcan be " safely and wisely remitted te local rulesand local regulations ;" which is wholly a question for the legislature.
